The setting form of curb parking and arrive - leave frequency are analyzed detailedly and regressive analysis the velocity of traffic flow about space obstacle rate and time obstacle rate apart. With the basis of establishing velocity model before or after setting curb parking, delay is introduced to reflect the criterion of setting curb parking.
