| In China,coal has always been dominant in energy consumption and coal accounted for62% of total energy consumption in 2016.The environmental problems caused by the coal utilization for the winter heating are increasingly serious.In order to solve the environmental problems and improve air quality,the most main ways are the transformation of energy consumption structure,reducing coal usage,strengthening security of natural gas and electricity and promoting using renewable energy.In Beijing rural areas,scattered coal combustion for heating is less than 4 million tons per year,but the emissions per ton of coal combustion is 12 times than that of four coal-fired power plants in.So scattered coal governance and clean energy transformation in rural areas is an important work for improving air quality.This paper chooses three typical distributed clean energy heating modes in heating transformation,compared with traditional coal heating mode,established mathematical model to analyze their energy saving,economy and suitability.The results show that the low temperature air source heat pump heating mode is more suitable for promotion in Beijing rural areas.The paper analyzed the scale of clean energy heating transformation from 2013 to2017 in Beijing rural areas,and calculated the pollutant emissions reduction after clean energy heating transformation.Taking the low temperature air source heat pump heating mode as an example,the total market and the distribution and scale of the winning enterprises were studied.On the other hand,the paper summarized Beijing’s policy on clean energy heating transformation,combining with the clean energy heating subsidy policy of Hebei province,analyzed the relationship between clean energy heating market and policy.This can provide demonstration and reference for clean energy heating transformation in other areas.Aiming at the government,enterprises and users involved in the clean energy heating transformation in rural areas,the key issues in the reform of clean heating are analyzed from these three aspects.The existing implementation mode of clean heating in Beijing rural areas was studied.On the basis of the existing multiple enterprises responsible for the reconstruction of a village and government,this paper proposed to introduce the state-owned enterprise undertaking mode,PPP mode and carbon emission fund mode which can introduce social capital and reduce the government’s financial pressure.In the end,we carried out a field investigation and test of clean heating,and analyzed the economy of three kinds of clean heating methods,and the results were consistent with the theoretical analysis results.A total of 600 questionnaire surveys have been conducted for users in rural areas who have undergone clean energy heating transformation.Statisticalresults show that clean energy heating transformation users accounted for 84.5% where the sitting room temperature is above 16 ℃.The satisfaction rate of low temperature air source heat pump heating mode is 81.8% which is highest in three clean energy heating modes.At the same time,the remote monitoring platform was built to record the loose coal information before clean energy heating transformation,clean energy heating transformation methods and the actual running effect of the heating system.It can provide data base for the improvement of clean energy heating mode in the future. |
