Research On The Cooperation Mechanism Of The New Energy Industry Between The Cross Straits

Both cross straits under the pressure of environment and resource,they both in the critical period of the transformation and upgrading of industrial structure at the same time,so in the respective industry plans of cross straits,they both consider the development of new energy industry as an important driving force.Although the cross straits have made initial progress in the exploration of new energy industry cooperation mechanism,there are still some problems and defects in the cooperation mechanism.Therefore,it is necessary to propose modification plans.Moreover,with the gradual deepening cooperation between cross straits in the new energy industry and the new changes in the current situation,it is necessary to improve the existing cooperation mechanism of new energy industry.This paper adopted the interview researching method and comparative analyzing method as two kinds of research methods,during the research,first of all,defining the concept of new energy,new energy industry and mechanism,and taking the theory of comparative advantage,the theory of international production compromise theory,three factors in successful cooperation,as the theoretical foundation of cross strait cooperation in the new energy industry.Secondly,classifying the relevant existing international cooperation literature and summarizing cross straits new energy industry cooperation models in order to provide experience for the optimization of the new energy industry cooperation mechanism.Then describing the development trend of the new energy industry in cross straits and the cooperation situations between them,and then analyzing the motivate power of the new energy industry cooperation of cross straits.The last part is a detailed study on the cooperation mechanism of new energy industry on cross straits.In this part,I first classified the cross strait cooperation in new energy industry cooperation mechanisms in to three tapes:project negotiation mechanism,interest coordination mechanism and legal protection mechanism,and introduced the definition of these three mechanisms respectively and their operational framework,also citing cases accordingly;Secondly,discussed the problems in the application process of these three mechanisms,Finally based on all above,putting forward the suggestions of improving the cross strait cooperation mechanism in the new energy industry as follows:as for project negotiation mechanism,cross straits should be open to each other at a deeper level,enhance mutual political trust;as for the benefit coordination mechanism,cross straits should jointly solve the problem of new energy production surplus,promoting and upgrading the new energy products;as for legal protection mechanism,concentrating on patent protection and mutual recognition,enhancing the maneuverability of new energy laws and regulations.
