Research On The New Energy Automobile Industry Policy Based On The "Belt And Road" Cooperation Network

At present,environmental problems have becoming more and more serious,and the shortage of energy resources and the gradual deterioration of the environment have become practical issues that people should consider.As a new industry of clean energy,the new energy automobile industry is valued by countries all over the world.In this field,China has also promulgated many industrial policies and achieved good results.Although the production of new energy vehicles in China has been increasing in recent years and the development situation is good,there are still insufficient production capacity in core technology fields and overcapacity at the output end under such high production.Therefore,it is necessary to seek new opportunities for international cooperation..The “Belt and Road” initiative has built a good platform for capacity reduction,exchanges and cooperation for the new energy automobile industry.This article combs the existing industrial policies of the countries surrounding the “Belt and Road” and finds that the current policy of the new energy automobile industry at the current stage involves very little in the field of international cooperation on the “Belt and Road”,and the countries along the “Belt and Road” are also new energy vehicles.In important areas of development,it is necessary to provide policy guarantees and support for the development of their industries.Using the method of social network analysis,this paper generates an international cooperation network from the cooperative relations between "One Belt And One Road" countries.Guided by market demand,analyze the network structure that has been formed between countries,with a view to providing optimization and improvement directions for the optimization of the "Belt and Road" new energy automobile industry policy on this basis.Through the research of the cooperation network structure,it is found that: First,China is at the central node in the "Belt and Road" new energy vehicle international cooperation network,and has a prominent position in the cooperation network,which has the role of guiding the development of the industry;second,new energy vehicles The phenomenon of "grouping and warming" in the international industrial cooperation,the structure of core countries and peripheral countries has basically stabilized,and some countries in India,Southeast Asia,and Central and Eastern Europe are active in the network.Third,the mode of cooperation between countries is roughly distributed according to the characteristics of the industrial chain,and gradually forms a "resource – dependent – labor – oriented – market-oriented" upstream,midstream,and downstream new energy automotive industry chain cooperation model.Through the analysis of the international cooperation network structure,the new energy vehicle industry policy is proposed to improve the three aspects of policy guidance,policy coordination and industrial chain linkage.On this basis,it will play the leading role of China’s policy and establish a core-peripheral country cooperation mechanism.,Strengthen the construction of the international cooperation policy system of the industrial chain,design the "One Belt One Road" new energy automobile industry policy in three aspects.
