As an important part of the national economic development strategic goals,equipment manufacturing industry is an important transformation industry that has achieved the transformation of the economic development mode from "investment-driven" to "innovation-driven." However,due to the characteristics of large-scale investment,long cycle,and difficulty in maintaining intellectual property rights,the technological innovation activities of the equipment manufacturing industry have caused problems in the equipment manufacturing industry such as weak independent innovation capabilities,backward production processes,and lack of key core technologies.The industry has always been in a "big but not strong" situation.Therefore,in order to improve the technological innovation efficiency of Hunan's equipment manufacturing enterprises,it is necessary for governments and enterprises to pay attention to technological innovation activities,and to increase policy support and R&D investment scale so as to change the “big but not strong” of equipment manufacturing industry.status quo.This paper starts with the theory of technological innovation,the theory of technological innovation efficiency,and the theory of input and output,and analyzes the impact of technological innovation efficiency on the economic efficiency of equipment manufacturing enterprises.Byanalyzing the current status and existing problems of the current technological innovation activities of Hunan's equipment manufacturing enterprises,the DEA-Malmquist index method is used to analyze the technological innovation efficiency of Hunan's equipment manufacturing enterprises between 2011 and 2015,both statically and dynamically.It is studied during the transformation phase.The empirical results show that,from a static point of view,the efficiency of DEA for equipment manufacturing enterprises in Hunan Province is ineffective,which is mainly the result of the combination of pure technical efficiency and scale efficiency,indicating that there are staffing dispositions in the technological innovation activities of Hunan's equipment manufacturing enterprises.Reasonable,low resource utilization,insufficient output of knowledge,and uneconomical industry scale.From a dynamic point of view,the overall technological innovation efficiency of Hunan's equipment manufacturing enterprises is growing,and the technological innovation value in the conversion phase is higher than the R&D phase.In the R&D phase,only three sub-industries had technology innovation efficiency values ??greater than one,and the remaining four were all less than one,and were mainly caused by low technical efficiency.In the transformation stage,there are five sub-industries whose technological innovation efficiency value is greater than one,and the other two are all less than one,and are mainly caused by the decline in technologicalprogress.Finally,on the basis of the research conclusions of this paper,some suggestions for improving the technological innovation efficiency of Hunan's equipment manufacturing enterprises will be proposed from the external aspects of the enterprise and the internal aspects of the enterprise.
