In recent years,Chinese economy has being weak,and the trends of growth represent a downturn.In the important period,the national“13th Five-Year Plan”raised the necessity of transformation and upgrading in the high-end equipment manufacturing industry.The“Made in China 2025”also proposed a series of engineering constructions including the high-end equipment innovation.As the high-end part of the equipment manufacturing industry,the high-end equipment manufacturing industry is the key power to supporting the national economy forward development.At the same time,Chinese economic growth mode has changed from being driven by factors,driven by investment,to driven by innovation.The strategy of"innovation-driven development"urgently needs to be implemented.“Made in China 2025”appoints Quanzhou,Fujian as one of pilot cities,which reflects the important position of Fujian high-end equipment manufacturing enterprises.Therefore,on the basis of a reasonable evaluation of the technological innovation of high-end equipment manufacturing enterprises in Fujian,to further identify the main obstacles that restrict the improvement of its technological innovation performance and to propose corresponding countermeasures against obstacles can not only comprehensively improve the technological innovation level of high-end equipment manufacturing enterprises in Fujian province.But also is the crucial step for China to transform from"big manufacturing nation”to"powerful manufacturing nation.”Firstly,the article sorts out the relevant literature at home and abroad,combines the characteristics of the development of high-end equipment manufacturing enterprises,an obstacles discrimination index system based on process performance and output performance for improving technological innovation performance is constructed,which include innovation input factors,innovation management factors,results conversion factors and innovation potential factors.Considering the availability of data,this article selects Fujian transportation equipment manufacturing enterprises,electrical machinery and equipment manufacturing enterprises,electronic equipment manufacturing enterprises as representatives of high-end equipment manufacturing enterprises in Fujian to conduct the empirical research.Secondly,analyses the comprehensive performance trend of technology innovation of the three sub-sectors from 2007 to 2016 by the global principal component analysis method(GPCA).Based on this,the obstacle degree model is introduced to further measure the obstacle degree of each obstacle factor.By ranking individual indicators and analyzing the trend of classification indicators based on obstacle degree,the article identifies the major obstacles to the improvement of technological innovation performance of Fujian high-end equipment manufacturers.Empirical results show that the development of technological innovation in Fujian high-end equipment manufacturing enterprises is uneven.The technological innovation development level of electronic equipment manufacturing enterprises is the best,and the technological innovation development level of transportation equipment manufacturing enterprises is the lowest.The major obstacles to improving the technological innovation performance of Fujian high-end equipment manufacturing companies have shifted from innovation input and insufficient achievement conversion to innovation management and innovation potential problems.Among them,the problems of innovation management include the lack of purchase and introduction,poor digestive absorption and technological transformation.The problems of innovation potential include poor market competitiveness,weak growth capacity,Industry-Academy-Research cooperation not enough,etc.Finally,this paper put forward some targeted suggestions to overcome the obstacles from the government and enterprises level respectively.The research results of this article will further enrich the research content of the enterprise's technological innovation performance theory,and provide theoretical basis for the formulation of relevant technology innovation management strategies of high-end equipment manufacturing enterprises in Fujian Province.
