Energy,an important input factor and material basis in social production and consumption activities,inputs raw materials,heat and power to the economic production sector.The scale and type of energy supply directly affect the scale,speed and quality of economic development.The waste generated from energy consumption is the main source of pollutants in the environment,and the scale and type of energy consumption directly affect the development quality of the environment.Energy as input element is the general term of various types of resources.With the acceleration of economic development and the increasing of economic scale,the demand for energy will increase step by step,while the development of the economy will be accompanied by the strengthening of industrial segmentation and the emergence of new industries.Therefore,the demand market of energy is getting bigger and bigger,whether it is the total amount or the composition.But the limited supply of the energy resources and non-renewable nature of the main energy restrict the sustainable development of energy supply side.In the period of relatively slow economic development and relatively simple industrial differentiation,energy consumption is growing at a low rate and is well supplied.However,with the Advancement of industrialization and urbanization,the release of social productive capacity,the diversification of production methods and the high frequency of production activities have resulted in increased energy consumption and the abundance of energy types.Under the pressure of limited supply,increasing demand and limited environmental carrying capacity,it is an important issue for energy system development to explore how to reduce energy input while ensuring the total amount of economy,take into account the capacity of environmental pollution and minimize the externality of environmental pollution.It is also an inherent requirement for the safety of energy supply,sustainable green development and friendly environment.The resource-based economy is the resource-dependent economy,which refers to a region with high resource endowment,and with the support of its own resource endowment and comparative advantages,it can obtain a development mode of economic growth through the development of resource industries.The economic development of this model relies heavily on the input of resource elements.Theindustrial structure is monotonous.The secondary industry occupies a large proportion in the industrial structure,and it has a divisive effect on the tertiary industry,which leads to a lack of sustained economic development.In addition,the resource-based economy consumes a large amount of energy,resulting in a large amount of solid,liquid,and gaseous pollutants,which seriously pollutes the regional environment.Therefore,in order to better promote the transformation and development of industrial structures in resource-based regions,safeguard ecological interests,and study the energy efficiency of resource-based economies,it is of urgent practical significance.Shanxi Province is a typical resource-based province.The inherent advantages of coal resources make Shanxi Province rely heavily on coal resources for its economic development,and the“heavy-duty” nature of the industrial structure is prominent.Mining and utilization of coal for a long time has not only resulted in a rapid reduction in the amount of resource storage.The extensive energy-intensive development model has led to insufficient economic development momentum and the release of large amounts of pollutants has seriously affected the sustainable development of the environment.Under the dual pressure of economic development and energy saving and emission reduction,how to improve the efficiency of energy use is of great significance to energy security and green economic development in Shanxi Province.This article is based on the above background to carry out research,first explain the relevant concepts,and then to study the mechanism of the impact of general and resource-based economic industrial structure changes on energy efficiency,and to make conclusive Predict.Secondly,on the basis of descriptive analysis,the regression model and VAR model were established.From the perspective of both long-term and short-term,the direction and degree of energy efficiency in the changes in inter-industry structure in Shanxi Province were studied,and the non-resource-based provinces in Shandong Province were studied.Conduct comparative analysis.On the basis of the comparison,based further on the decomposition of Laplace,the contribution of changes in the industrial structure within the industry to the changes in energy efficiency was studied.Finally,the following conclusions are drawn: First,the secondary industry in Shanxi Province has a high proportion of energy use,and it is the main force for energy consumption.Second,in the short term,the impact of three changes in industrial structure on energy efficiency is negative;but in the long run,the proportion of tertiary industry is positively related to energy efficiency.Third,the changes in the internalstructure of resource industries have a significant negative impact on energy efficiency as a whole.Fourth,to increase energy efficiency in Shanxi Province,we must focus on the secondary industry,optimize the internal structure of the industry while improving the energy efficiency of the industry,and at the same time do a good job of structural adjustment of the tertiary industry and give play to the advantages of the tertiary industry with low energy consumption.
