| The dual urban-rural structure is a basic feature of China’s society for a long period of time.In the development goals of the first phase of the 19 th National Congress(2020-2035),it was proposed: “The disparity between the development gap between urban and rural areas and the living standards of residents has been significantly reduced.Basic The basic realization of equalization of public services." At present, the level of development of rural areas in our country is still far behind the cities. The rural construction movements that have been widely carried out throughout the country have brought about a certain increase in the level of infrastructure in rural areas. On the other hand,it has also caused the appearance of rural areas. As a result of the destructive impact,it is inevitable that increasing village planning will guide rural development. For Beijing’s mountainous villages,it is surrounded by multiple resource advantages such as “big city periphery”,“ecological superiority” and “a long history”.Under the background of the post-industrial society in Beijing,it is surrounded by Beijing. The countryside has also gradually been commoditized.More and more rural areas have developed folk tourism and sightseeing agriculture. However,in fact, the ecosystem in Beijing’s mountainous regions is already very fragile. The amount of soil erosion in mountainous areas, forest trees in forest areas, and secondary forests or shrubs Problems such as the evolution of clumps, scarcity of water resources, insufficient soil fertility, and serious pollution can be seen. Moreover, the overall development of Beijing cities has made the complete realization of new urbanization a difficult problem because of the backwardness of the economy in rural areas. How do the villages in Beijing’s mountainous areas,on the basis of having many resources, develop a road for their own rural development and become the problem they face today."Equivalence between urban and rural areas" is the concept of guiding the land consolidation and village renewal proposed by Germany in response to the unbalanced development of urban and rural areas in 1950.However,countries have country planning methods for each country, and rural and rural areas are equalizing the rural process in the United Kingdom,South Korea, and Japan. In the meantime, the equality of urban and rural residents in terms of economic income and material living conditions has already been achieved. Therefore, this paper believes that the equalization of urban and rural areas is the goal of sustainable village development.Guided by this concept, the strategy for the planning of villages in Beijing’s mountainous areas includes three aspects: “Protect rural features, promote industrial development, and improve rural living standards”.In the strategy of preserving the rural features, the unique characteristics of the rural areas in the Beijing mountains should be protected from the four aspects of natural green space, traditional agriculture, rural settlements, and folk culture;in the strategy of promoting industrial development, from the promotion of agricultural transformation and the promotion of rural areas The level of tourism has been elaborated in two aspects;in the strategy of improving rural living standards, strategic research has been carried out on the improvement of living conditions in the rural areas of Beijing’s mountainous areas from the aspects of rural infrastructure construction and public service facilities allocation.Based on the urban-rural equivalent concept, the Beijing mountain village planning strategy was applied to the village planning case practice in Shixia Village,Yanqing District, and the effectiveness of the strategy was verified. The study concludes that “protecting the rural features” respects the value of rural sustainability and is the basis for achieving differentiated development of rural areas and cities;“promoting the development of rural industries” can quickly increase the economic income of rural areas and reduce the material living conditions of rural and urban areas. The gap;"improving rural living standards" is a prerequisite for the sustainable development of villages,to promote the narrowing of the gap between urban and rural living standards. |
