In our country,the development of mountain villages is backward which causes widespread concern.People in mountain area is actively seeking new points of economic growth.With the rise of tourism throughout the country,there is no doubt that tourism is a new driving force of rural economic development,promoting rural transformation and rural urbanization.The development of tourism has prompted the development and construction of scenic spots and the large number of villages in or near the scenic area are facing the crossroads of development.Therefore,the study of rural planning is imminent.This paper aims at the problems and dilemmas of villages in hilly in mountain area of eastern Hubei Province at this stage.Based on rural planning,taking tourism as a starting point,this paper actively seeks for a reasonable solution and development mode.First of all,combined with the status of rural development in mountainous areas,the paper analyzes the existing problems and difficulties from the six aspects of industry,function,ecology,residential layout,labor force structure and service facilities.Understanding typical and common issues to lay the foundations of the village planning.Taking tourism as the starting point,this paper interpreters the four major attributes of tourism including economy,service,function and ecology in order to clear the impact of tourism on the village.More importantly,the final goal is to guide new requirements and directions for rural planning.At the same time,It is necessary to reflect on the rural planning and analyze its predicament.This paper combines the rural planning and tourism together in order to make village planning policy research.In view of the above analysis,this paper tries to put forward four solutions including the progress of diversified industry,the improvement of the service facilities,the clear function and the protection of the ecological pattern in the background of the great development of tourism.Finally,the paper uses the village of MuGuaYuan as a case to apply planning strategies to explore better development.Rural planning is one of the important ways in rural development.This paper studies the rural planning under the background of tourism to determine its development strategies.What’s more,the final goal is to post own vale for the broad mountain village and provide a clear direction for the goal of planning.
