With the rapid development of social economy and the continuous advancement of urban modernization,China's group-cities have been caught in the traffic jam.Although many cities have taken measures to limit driving private cars,such as license plate number limiting,limiting private car purchase,can't fundamentally solve the traffic jam problem.Traffic congestion is still becoming more and more seriously.Normality,tidal and severity have become the new features of the group-cities' traffic congestion.The function of every group in group-cities is still need to be construct better.The function and structure differences among every groups,create the internal contradiction between production and living needs of some group.Residents need to go to the other groups to satisfy their demands,leading a large number of cross-group traffic demand.The problem of traffic congestion in the urban cross-group bridges has become the core problem of group-city traffic jam,which needs to be solved urgently.Based on summarizing the research results of traffic congestion charging and bridges charging,this paper mainly discusses the following questions: first,based on the structure and traffic characteristics of the group-city,this paper analyzed the traffic characteristics,reasons and the feasibility of traffic congestion charging of the crossgroup bridges in the group-city.Second,analyzing the cross-group bridges charging rate in three influence factors,such as the charging theoretical basis,charging system mechanism and charging strategy.Thirdly,according to the economic theory and different objective functions,driving the charging model and calculate the actual data of Chongqing city to prove the model.This article embarks from the external cost theory,the marginal cost theory and CVM,combined across-group travelers' behavior transportation characteristics,getting the relationship between the additional cost causing by across-group bridges traffic jams and the across-group travelers' behavior choice.And according to different objective functions,build up three kinds of across-group bridge congestion charging models.The establishment of the charging model of the external-cost city-cross-group model can enable the traveler to realize the real cost including the externality cost through congestion cost,so as to make the across-group travelers redecide the travel choice.Across-group bridges static charging model based on group's traffic features considering traffic demand characteristics and group characteristics,calculate the marginal cost of travelers and social marginal cost.And make the difference as congestion fees,to make city acrossgroup bridges' social benefit maximized.The dynamic organizer congestion across-group city-bridges charging model based on time value and the queuing theory,considering the rate of time and space features,contact the time value of the traveler and the queue length of bridge traffic,can use the adjusted traffic charging fate to keep maximizing the capacity of the bridge.The three kinds of models can relieve the traffic congestion in cities from the perspective of traffic demand management through congestion charging,which can be used for reference to solve the cross-group bridges' traffic congestion in the groupcities.
