With the development of socio-economic and urbanization processing, the number of urban vehicle and the demand of residents travel are growing, the supply capacity of urban roads is becoming more serious deficiencies, and the traffic congestion is growing. All of these bring a lot of inconvenience to city resident's transport, and they will bring a serious obstacle to urban economic development. So the traffic congestion problem is becoming an urgent problem needed to be solved now. Facts show that it is very difficult to solve congestion problems by relying on building new road, widening roads to ease traffic congestion, congestion charging, as an important measurement in the traffic demand management, gets more attentions by more and more traffic managers and experts.Based on summarizing the results of congestion charging theory at domestic and abroad, analyzes the effects of traffic congestion in an economics view, and finds out its main causes. Introduces and compares several models of the congestion pricing theory, such as the static charge model, dynamic charging model and multi-period sub-optimal pricing model. Based on random stream distribution theory of traffic engineering and taking the random property of Traveler's Path Choice into account, establishes urban road network congestion charging double-level planning model by Logit model. Leader takes entire traffic network system optimum and total travel cost minimum under equilibrium as the objective function, Follower takes each road traffic flow optimum as the objective function. Solves Follower's optimal traffic flow by method of successive algorithm, puts the solution into Leader's and solves Leader objective function optimum by penalty function method. In order to test the model's availability, solves the model by MATLAB using a simulated road network, and analyzing results show that trip cost would cut down and the model is effective. Finally, summarizes the obstacles which would be faced in China's crowded cities to execute congestion charging, and puts forward solutions accordingly.
