Setting provisions of Community Public Service Facilities is an important part of the"Urban Residential Area Planning and Design Standards",China's current "Urban Residential Area Planning Design Code(2002 Edition)" is a partial revision of the 93 edition done on the basis of so far more than ten years.With the people's living standards gradually improved,the demand for residential facilities of public service has undergone tremendous changes,particularly aging,school and medical treatment and other social issues more prominent.By the market-driven interests of public service facilities,management,profitability of urban residential area it is required to set by public service facilities to meet the needs of the market allocation,and education,social welfare and other public facilities are often easily overlooked,even occupation,standard timely follow-up adjustment.China has a vast territory,differentregions,there is a big difference in terms of the level of economic development of cities,urban construction,health,urban climate,residents living habits,which requires residential facilities to provide public services to adapt to this urban public service.Existing "Urban Residential Area Planning Design Code(2002 Edition)"implementation of regional wide,for the role is not very clear,with the construction of many projects no longer meet the needs of the times.According to "building a moderately prosperous society,basic public services and social equalization's 18 proposed residential development of local public service facilities set standards for the protection of public interest urban residents,it is the most urgent task.This paper based on the characteristics of shenyang area,Proposed seven major categories of 26 small class residential areas Public Service Facility Provision System.Focus on strengthening public service facilities rigid control,Study on the actual needs of special groups,Reasonable set of young children,the elderly and other weak links,The level of outstanding public service facilities and administrative division of the hook body is set up,Outstanding public service facilities,according to the size of the population served and equilibrium principles set,Reflects the people-oriented,It laid the foundation for the Shenyang City planning work and management approval.This paper is consists of four parts:The first part(including Chapter I):Introduction.'The part of the article as a basis for research on the background,meaning and purpose to do a basic set forth,and for related concepts that appear in the paper has been particularly interpretation,determined on the basis of Thesis entry point,and thesis objects,methods and frameworks to pave the way for the following.The second part(including Chapter 2):Contradictions between residential areas public service facilities GB and local needs.Comprehensive analysis of urban domestic standards through fractionation,classification and comparison controlling index system,look for trends and characteristics of the development of the standard configuration.By influencing factors,combined with the characteristics and problems of Shenyang itself PUBLIC FACILITIES proposed key research direction of this paper.The third part(including Chapter 3):based in Shenyang city center,town,Six P data and the spatial distribution of the population,based on large data analysis,according to the characteristics of different city from the system facilities,services,people,facilities classification,comprehensive qualitative and quantitative analysis of multiple factors scale,service radius,frequency of use and population,economy,management system,land size,spatial location,transportation accessibility,environmental conditions,etc.,horizontal comparison analysis of the same type of urban residential public characteristics and development trend of services provided,to establish the actual state of the research model to determine the classification criteria and grading criteria of this study.Part IV(including Chapters 4 and 5):Chapter 4 proposes targeted index system from education,health,culture,sports,social welfare,community and commercial management of special facilities to conform to the characteristics of local development in Shenyang City Construction.Chapter 5 summarizes the research article and limited lack of follow-up studies that provide reference.
