Research On The Applicability Of Small Scale Block Planning Model

At the beginning of 2016,the State Council announced Opinions of the CPC Central Committee and the State Council on Further Strengthening the management of urban planning and construction,It is pointed out that the establishment of " narrow streets,a dense network of streets" development mode.The introduction of this view has made clear directions for the development of urban blocks in China.But at present,the research on small scale blocks in urban planning academia is based on overseas research results.For the application in China,there is a lack of corresponding applicability research,and most of them are qualitative analysis.Under this background,this paper studies the applicability of small scale block planning mode,which is divided into three parts: basic research,main research and empirical research.The basic research part includes two parts of the related theory and case study,in which the research direction of the theoretical research is divided into two aspects: the spatial perception theory and the urban structure level,and the essence of the urban district research is to realize the sustainable development of the city,but it lacks the related research on the urban applicability of the small scale block in our country.In the case study,three typical cases of small blocks with different characteristics are analyzed,and the practical experience of small scale blocks is summarized.The main research part analyzes the characteristics and advantages of small scale block mode,studies the applicability of small scale block,and puts forward the applicable standards of small scale block.This part summarizes and analyzes the cases of small scale block cities in the world,and concludes that the small block model has the characteristics of high and dense network,mixed function,flexible layout,strong public and good stability.Its advantages are reflected in improving the efficiency of land use,improving traffic delay,enhancing the vitality of the city and reducing the threshold of development.The applicability of the study has constructed two research levels,macro and micro,and analyzed the applicability of small scale block in urban scale,functional area and topographic conditions in three aspects.At the micro level,the graph theory analysis method is introduced,and the relationship between block scale and road accessibility is quantified.It is found that the smaller the block scale,the higher the efficiency of traffic operation.According to the analysis of the applicable block scale in different urban functional areas,it is considered that 60 meters is the minimum of the block scale,and the block scale is closely related to the dominant function of the block.The application standard of small scale block model is put forward,and the control and guidance of the small scale block planning mode is put forward from four aspects of block scale,road density,road width and block function mixing degree.The empirical study takes Ji'nan CBD as an example to analyze the applicability of small scale block planning mode in this area and evaluate its block scale.It is found that the block scale is uneven,the road network in the whole area is too dense and the block division is too simple.The optimization suggestions are put forward,such as the adjustment of the block shape,the optimization of the block scale and the implementation of the management scheme,which have accumulated experience for the practice of the small scale block planning model.This paper studies the applicability of small scale block planning mode through the combination of theory and case,qualitative and quantitative analysis.The problem of the application category of small scale block is clarified,and the application standard of the small scale block planning model is put forward.It is hoped that it can provide some enlightenment for the related research and engineering practice of the small scale block planning model.
