Ecological Planning Strategy Research Of Rural Areas In Southern Jiangsu Under The Guidance Of Environmental Justice

Justice is the ideal goal pursued in all fields of social life,and the same is true in the field of environment.The finiteness and non-exclusiveness of environmental resources add to the weight of justice.Therefore,planning research based on environmental justice is an eternal topic of social development.The South of Jiangsu village,is currently undergoing rapid transformation of space.While the surface is trying to find the equilibrium point of the economic development and environmental protection,but in the actual planning and construction,it still exists a lot of environmental problems such as sacrificing ecological environment for economic development and affecting economy for ecological protection.When the negative externality by economic growth to rural environment and the conditionality by ecological priority protection to rural economy cannot get quick governance and fair compensation,the contradiction between human and nature will gradually rise to the contradiction between human and human,causing interest coordination problem such as unreasonable enjoy of environmental interests and unfair allocation of environmental burden.Under the background of the diversification of interest subjects and the enhancement of right consciousness in today's society,the rural planning and construction behavior in South of Jiangsu is sometimes manifested as the plundering of environmental resources and the merciless neglect of the disadvantaged groups.Therefore,the focus of this paper is how to determine the development and utilization of rural environmental resources and protection of the ecological suitability,how to guide,coordinate and control the construction of behavior of the main interests,especially the environmental needs of the disadvantaged groups,to realize reasonable allocation of environmental resources and create beautiful and comfortable rural natural environment and social environment.This paper argues that the ecological planning means to solve the problem of environmental justice in the rural areas of the south of Jiangsu.This paper elicits the needs of the disadvantaged groups in the planning mainly from the present situation and reasons of rural planning in south of Jiangsu.And on this basis,the paper puts forward the corresponding ecological planning strategy from the planning guide,planning integration and planning security.Firstly,on the basis of summarizing the background of urban-rural integration,the paper preliminarily analyzes the existing planning problems of environmental justice in the rural areas of south Jiangsu and summarizes the problems and causes of the damage of the disadvantaged groups inthe planning process.Secondly,this paper chooses the three typical villages in the south of Jiangsu to focus on exploration,so that the author have a thorough understanding of environment demand and ecological planning requirements of the environment vulnerable groups through questionnaire survey and interview.In this way,the author puts forward the principle of justice to meet the needs of the disadvantaged groups.Finally,from the aspects of planning guidance,planning integration and planning assurance,the paper proposes the strategies for the realization of decision-making justice,operation justice and the management of justice.Meanwhile,this article intersperses the typical case of the south of Jiangsu to perfect the benefit coordination system of the strong and weak subjects in ecological planning,and promote the effective realization of environmental justice.
