Study On “Active” Rural Urbanization For South Of Jiangsu

South of Jiangsu’s rural areas urbanization has always been a focus research of China’s urbanization. "South of Jiangsu model" as the representative of the urbanization process become a model that the national follow. Scholars seems to be formed in a mode of thinking on the research of urbanization in rural area of South of Jiangsu under this authoritative praise. However, the scholars have gradually begun to question the urbanization mode while a series of problem expose behind the paradigm "aura".In this paper, take the process of urbanization in rural area of South of Jiangsu as the breakthrough point, found that it has experienced three stages of urbanization, including township enterprises development, development zone construction and new rural communities construction. Some villages are gradually disappearing and trapped into a "passive" urbanization dilemma as the economic take-off. The problems mainly displays in five aspects: living mode, ecological environment, cultural heritage, the main body of urbanization and the policy. Then, further study the three kinds of urbanization modes existed in the rural urbanization of South of Jiangsu, including industrial rural urbanization, city expansion rural urbanization and regional migration urbanization. Study the formation cause and the development process of these three modes, then draw the pattern evaluation and make a comparison to extract the active factors and passive factors. On this basis, put forward the concept of "active" urbanization and give it connotation, that is "independent, the people’s livelihood and sustainable development". According to the "active" urbanization connotation, development pattern and spatial organization principle, put forward "five one" "active" urbanization planning strategy, " stable subject, slightly merge, introducing low carbon, backtracking originally and update system", to solve a series of problems of urbanization in rural area of South of Jiangsu.
