Research On Rural Environment Renewal Planning In Southern Jiangsu Based On Multivariate Groups Participation

At present,in the urban-rural integration process under eco-civilization construction,the thriving rural reconstruction in South Jiangsu provided great changes in people's living and production mode yet also posed severe challenge to the whole rural environment.It would provide perfect guidance and demonstration for "Beautiful Village" construction via renewal plan of improving rural environment in South Jiangsu while facing deterioration of natural environment and increasingly rising resource pressure.Rural environment renewal planning covers ecology,production and living three aspects;and it refers to creating sight-view environment balancing ecological and social interests with the application of advanced conception and technology in proper land use plan on the basis of maintaining its local features and utilizing its current and natural edges.The planning process may be affected by behavior characteristics and their own needs of multiple interest groups and the planning process is the main demonstration of many groups' interest appeal and value orientation.However,the unbalance of interests and absence of public participation made the plan not scientific and operable and failed to guarantee the sustainable development of rural environment in South Jiangsu.Therefore,how to respect multiple subjects' planning demands in rural environment renewal in South Jiangsu and how to fulfill various demands properly in planning and construct planning strategy with involvement of multiple parties shall be the study focus of the paper.Based on analysis of current planning situation,multiple groups' interests demands in the planning and participation model in South Jiangsu,it proposed corresponding planning strategies according to multiple demands of all participants regarding aspects of planning decision,operation and management.First,it analyzes the connation,current problems and renewal situation of rural environment against the background of urban-rural integration development and pointed out the deficiencies in planning decision,operation and management due to lack of participation absence,which provides proof for the research.Secondary,it focuses analysis of multiple groups constitution and their participation requirements,explores interest relations among multiple parties and different participation modes at the drive of various benefit orientation.Meanwhile,it also analyzes the characteristics and pros & cons of different participation modes and summarizes the feasible planning operation mode.In the end,based on goal of balance of multiple interests and combining the environment characteristics of rural environment in South Jiangsu,it put forward planning strategies from three aspects of planning decision,operation andmanagement thus to ensure the interests balance in decision process,multiple modes of planning operation and positive cycle of management process.At the same time,it may guarantee multiple groups' fair and efficient participation in planning process and ensure the orderly renewal of rural environment in South Jiangsu.The ultimate goal of this research is to contribute the coordination of rural nature environment and people's living and production life,realize the ecological and social benefits of planning to its greatest degree and establish rural living environment with sustainable development.
