Research On Supervision Of Direct Power Purchase By Large Users Under Holistic Governance

It is advantageous to establish the power market mechanism of user participation and improve the efficiency of market allocation resources.The regulation of direct purchasing power of large users is not only related to the development of the market of electric power industry,but also the operation and development of the national economy.It is an important task for our government to strengthen the power management and raise the level of economic development.At present,the national development and reform commission,the SASAC,the energy bureau and other government departments,all have the big users to buy direct electricity regulatory functions.Due to the lack of communication between the relevant government departments,institutions,and the overall power and responsibility,big users of direct power purchase regulation in our country"fragmentation",to a certain extent,restrict the development of marketization of power industry in China.Such problems need to be addressed in the approach of"cross agency".Holistic governance as a kind of governance theory,good at solve the problem of passing on,conflicting projects in their own way,lack of communication,such as "fragmentation" problem,through integration of function and use of information systems increase the mutual trust between members and the sense of responsibility,through the coordination and cooperation,eliminate the gap between government departments,realize the management of "cross agency",improve the overall service level.The introduction part introduces the theoretical basis of this paper in detail.This paper discusses the relationship between the major users' direct purchase of electricity regulatory system reform and the whole governance,and discusses the relationship between them.This paper reviews the development of direct purchase and supervision of large users in China,and divides the direct purchasing power of large users into three stages:exploration,pilot and comprehensive development.This paper from the current big users direct purchasing electricity regulatory laws and regulations,regulatory agencies and regulatory functions,social supervision from three aspects,analyzes the current big users of direct power purchase regulatory system existing problem,draw lessons from the scholars Perry Hicks and Patrick Dunleavy from U.K.,who advocated ideas of holistic governance theory,in-depth analysis of the problems existing in the study.This paper big users direct purchasing electricity regulatory system reform in China has carried on the exploration,has been clear about the reform of large users direct power purchase target positioning of the regulatory system,puts forward the improved user direct measures of supervision system of electricity purchasing,and from the integration of regulatory functions,and integration of regulators,the big users direct power purchase information resources,etc.,puts forward the concrete implementation path.
