Research On Forming Mechanism And Regulation Of Electricity Prices Under The Deepen Reform Of The Electric Power System

The regulation study of natural monopoly industry,especially the regulation study of electric power industry,is related to the basic development of national economy.Electricity price regulation is the core of power system regulation,since 2015,the reform of the electric power system has been deepened,the state introduced?Several opinions of the state council on further deepening the reform of electric power system?and 6 supporting documents,the marketization reform of electricity price formation mechanism entered a new stage,the state will follow the principle of"controlling the middle and letting go of both ends",the network power price is gradually transferred from the benchmark price to the marketization price,which shall be determined through consultation between users and power generation enterprises.The transmission and distribution price shall be determined by the NDRC according to the voltage level,and the user or power selling enterprise shall pay the price according to the mode of the feed-in tariff plus network fee.there are still a series of problems to be solved in the reform of electricity price,such as how to establish the formation mechanism of feed-in tariff matching competitive power generation,change the energy structure of power generation through price regulation,how to accurately determine the transmission cost,scientific and reasonable price transmission and rate of return in the transmission link,how to reform the electricity price classification of the sales link and establish the price mechanism to reflect the supply and demand relationship.Based on the combing of natural monopoly theory and price regulation theory and model,this paper analyzes the formation mechanism and influencing factors of electricity price in various links of the power industry.Secondly,on the basis of reviewing the reform process and current situation of electricity price regulation in China,the problems existing in various links of the power industry chain are put forward,and analyze the possible causes of these problems.Finally,drawing on the experience of different foreign electricity regulation methods,some measures to deepen the regulation of electricity price in China are put forward.The main conclusions of this paper are as follows.First,we will further improve the marketization of network power price,especially the mechanism of coal-to-electricity linkage and the structure of power supply.Second,speed up the transmission and distribution price verification work,in the rate of return verification need to consider the proportion of transmission and distribution in the whole price,to determine a scientific and reasonable price transmission mechanism.Third,we will establish a mechanism for the formation of sales price to reflect demand,improve the classification of sales price,and gradually solve the problem of cross-subsidies.Fourth,we will strengthen the building of laws and regulations,establish and improve the electricity law,electricity price law and other relevant laws,strengthen relevant regulatory functions,and ensure the independence and effectiveness of regulatory agencies.Fifth,it is necessary to strengthen the constraint of environmental protection policy in the regulation of electricity price,and achieve the purpose of energy conservation,emission reduction and sustainable development by formulating different electricity price.
