The Research On Performance Evaluation Of Public Private Partnership Project Based On Matter-Element Analysis

Under the new normal of the economy,institutional reform,structural optimization and factor upgrading have become new drivers of China's economic development.In the process of economic transformation driven by this new impetus and new trends,the demand for infrastructure and public projects has increased dramatically.In order to effectively solve the problem of shortage of funds and low efficiency of operation and management in the process of infrastructure development,China has vigorously promoted the public-private Partnership(PPP model).However,PPP mode has the characteristics of long cycle,multiple participants and complicated implementation process.There are many problems in the implementation process,especially the performance of PPP projects.At present,the government and social capital pay attention to how to improve the performance level.Meanwhile,PPP project performance evaluation has also become a concern of scholars.Therefore,the study on the performance evaluation of PPP projects is beneficial for the government and social capital to conduct targeted project performance management and improve project performance.This paper studies PPP project performance evaluation by means of literature research,investigation research and case study.On the basis of systematical research on PPP projects,this paper discusses in depth the performance evaluation of PPP projects.The first part analyzes the current situation of PPP project performance research at home and abroad,and determines the main content,research methods and research ideas of this paper.The second part defines the connotation of PPP project performance evaluation,determines the main object of PPP project performance evaluation,and analyzes relevant theories of PPP project performance evaluation.Articulated in the third part,on the basis of principle of index system building,through literature study and expert interview to identify the PPP project performance evaluation index,and USES the method of statistics,using SPSS software to deal with the questionnaire data,through two rounds of selection,index optimization,construct the PPP project performance evaluation index system.The fourth part after the comparative analysis of the performance evaluation methods commonly used to determine the matter-element analysis method was used to construct the performance evaluation model,using the entropy weight method to determine index weight,combined with the correlation function,finally said performance by quantitative results.The fifth part the thesis builds the index system and evaluation model using in jiuquan city C central heating project,to evaluate the project performance,compare the results with the actual situation,to verify the index system and evaluation model is feasible.Sixth part according to this article build index system,combining with the case application of PPP model in the performance evaluation of existing problems,and puts forward concrete Suggestions on PPP project implementation of performance management,and to provide certain reference for performance evaluation of the same type of PPP projects.This article innovation place is.First,the research results of PPP project performance evaluation index system were further improved,and a set of performance evaluation index system including 4 first-level indicators and 10 secondary indicators and 30 tertiary indicators was designed.Second,a performance evaluation model based on matter-element analysis and entropy weight method is constructed,which reduces the subjectivity of the results and makes the evaluation results more scientific and reasonable.
