Post-evaluation Study Of Highway PPP Project Based On The Perspective Of Project Legal Person

As an important livelihood project,expressway plays an important role in promoting regional economic development and improving the local transportation system.According to the future planning goal of the State Council,in the process of social development,the construction of highway still has a great market space.In the past times,the highway project invested by the government mostly.The responsibilities of the government in the process of social development are increasing,and the resources are relatively limited.The government investment model can not satisfy the rapid development of the highway industry.The government began to actively explore the power that introducing social capital into the project investment,and carry out the Public-Private Partnership(PPP)that suitable for the national conditions.For government and social capital cooperation of highway project,this article selects the YY expressway which adopts BOT mode and has been opened to traffic and YB expressway which adopts BOT mode and under construction as an empirical case,established an evaluation index system applicable to expressway PPP project post-evaluation,through the way of combining theoretical analysis and case analysis,using heoretical analysis,case analysis,retrospective analysis,qualitative and quantitative analysis and comparative analysis and other methods.According to the documents of the ministry of transport,"management measures for post-evaluation work of highway construction projects" and "methods for preparation of post-evaluation report of highway construction projects".Combined with the characteristics of PPP mode,this paper conducts the evaluation From the perspective of the Project entity from five aspects: process evaluation,investment and benefit evaluation,influence evaluation,government and social capital cooperation evaluation and target sustainability evaluation.made a comprehensive analysis and summary of the project implementation process,economic and financial benefits,social and environmental impacts and target realization.Through the application of actual cases,we can see that:The PPP model has a better adaptability in many aspects than the BOT model,and it should also be recognized that it remains limited.The expressway project post evaluation of PPP model is similar to the general project in the process evaluation and the impact evaluation.From the perspective of the project entity,the importance of the benefit evaluation has been reduced.The evaluation of the cooperation between government and enterprise should be paid attention.Based on the analysis of the established BOT project and the PPP project under construction,this paper summarizes the successful experience and shortcomings of the PPP project of expressway,and puts forward the improvement Suggestions for the PPP project of expressway under construction.At the same time,it provides reference value for the post-evaluation of PPP projects of other established expressways and serves as a reference for PPP projects of future construction of expressways.
