Research On Performance Evaluation Of Highway Projects Based On Public-Private Partnership

In recent years,PPP mode has been widely used in China’s engineering field,especially in infrastructure road construction.However,because PPP projects involve cross unit cooperation,it is difficult to form a unified performance evaluation,which has a certain impact on the actual benefit evaluation of PPP projects.Highway PPP projects are generally divided into construction period,transfer period and operation and maintenance period.It is of great significance to evaluate the performance of each stage,analyze the existing problems and give corresponding strategies for improving various measures and behaviors and building an efficient management mode.Firstly,this paper analyzes the common performance evaluation cycle objects and evaluation models of PPP projects,and studies the published results to find out their shortcomings and defects.At the same time,combined with the relevant theories,the paper analyzes and gives the general process of PPP project performance evaluation process.Secondly,according to the relevant evaluation indexes of expressway operation and maintenance period,this paper combs the general evaluation dimensions and construction process of Expressway PPP project,and on this basis,it determines five dimensions.Combined with the identification principle,it refines the secondary indexes.At the same time,based on triangular fuzzy number,combined with highway PPP project,the complementary judgment matrix is constructed,which is used as the final evaluation framework,and the performance evaluation model is established.Finally,taking qugang expressway as an example,through the investigation of the above evaluation indexes,and according to the final data,it is substituted into the performance evaluation model to obtain the results of single dimension performance evaluation and overall performance evaluation.According to the results,this paper analyzes the PPP project of qugang expressway,and puts forward some optimization suggestions for other Expressway PPP projects.Figure[3];Table [7];Reference [58]...
