As a basic industry of the national economy,the power industry plays an irreplaceable role in the rapid growth of the national economy and the steady improvement of the people’s living standards.The dominant position of coal in China’s primary energy consumption market has determined that power generation industry in China is dominated by thermal power generation,especially the coal-fired power generation.However,extensive coal-fired power generation methods have led to over exploitation of coal resources,global warming and environmental pollution.In order to improve the current state of resources and environment,the government has successively promulgated a series of policy documents,such as "Emission Standards for Air Pollution from Thermal Power Plants","Action Plan for Upgrading and Renovation of Coal-fired Energy-Saving and Emission-Reducing" and "Working Scheme for Ultra-Low Emissions and Energy-Saving Transformation of Coal-Fired Power Plants",to promote the coal-fired power generation enterprises to abandon the linear "high investment,low utilization,high emissions" resource utilization model,and explore new ways of sustainable development.As an advanced economic development model,circular economy focuses on resource conservation and environmental protection and constructs a resource recycling model of “resource-product-waste-renewable resources",which has the characteristics of "low exploitation,high utilization and low emission",and it conforms to the requirements of ecological civilization construction and the concept of sustainable development.The development of circular economy by coal-fired power generation enterprises is not only an effective way to improve its economic efficiency,protect the ecological environment,and fulfill its social responsibilities,but also a response to the government’s call for energy-saving,emission reduction and sustainable development.It is also an inevitable choice for coal-fired power generation enterprises to explore the road of new industrialization and achieve the leapfrog development.As an important work to promote the development of circular economy,circular economic evaluation can supervise and evaluate the development and effectiveness of the circular economy status of enterprises.At the same time,it can also help enterprises find out the gap through the evaluation results and improve the level of development of circular economy furtherly.This paper takes coal-fired power generation enterprises as the research object,firstly we analyze the research background and significance of the development of circular economy in coal-fired power generation enterprises,as well as the research results of circular economy at home and abroad.Also,we introduce the theoretical basis of circular economy.Then,this paper analyzes the influencing factors of the development level of circular economy,and combines the "Drivers-Pressure-State-Impact-Response"(DPSIR)model framework to construct an evaluation index system for the development level of circular economy for coal-fired power generation enterprises.Afterwards,this paper normalizes the data,uses the AHP-Entropy method to determine the combination weights of each evaluation index,and uses the GA-SVM evaluation model to evaluate the development level of circular economy of five coal-fired power generation enterprises from 2011 to 2017.Finally,through the analysis of the evaluation results,it is proved that the model constructed in this paper has high accuracy and generalization ability.At the same time,the development level of circular economy of coal-fired power generation enterprises has risen rapidly from 2011 to 2017,and in particular the level of circular economy development of all coal-fired power generation enterprises in 2017 has reached the “excellent” level classified by this paper.In addition,this paper puts forward some policy recommendations on the improvement of the development level of circular economy for the coal-fired power generation enterprises from the aspects of market regulation,technology research and development,industrial chain and laws and regulations.
