In recent years,with the rapid development of the economy in China,environmental issues have aroused lots of concern in public.As the main way of power generation in China,the high energy consumption and high emission problems in coal-fired power plants have been solved to some extent,but there still exists some problems to be settled and studied.In this paper,firstly the domestic and foreign researches on energy saving and emission reduction in coal-fired power plants have been firstly reviewed.The technology usually used in power plant for energy saving and emission reduction is pointed out.Moreover,the principles which coal-fired power plants must follow when they carry out the task of energy saving and emission reduction and evaluate the effect are elaborated.All of these provide a theoretical basis for coal-fired power plants.Then,based on the comprehensive,scientific and reasonable principles,the index system is established from five perspectives,namely resource and energy consumption,environmental benefit,resource comprehensive utilization,economic benefit and management of energy saving and emission reduction.Therefore,the effect of energy saving and emission reduction in coal-fired power plants can be considered in many aspects.In order to make the index system understood,the connotation of each index is explained in detail.A comprehensive evaluation model is established where analytic hierarchy process(AHP)is employed to determine the weight of the indexes and fuzzy comprehensive evaluation method is utilized to measure the effect of energy saving and emission reduction.Finally,this paper takes a coal-fired power plant as an example.The evaluation results before and after transformation are obtained according to the established index system and evaluation model.Additionally,the paper makes a comparison and analyzes the effect of energy saving and emission reduction transformation from the aspects of resource and energy consumption and environmental benefit.The research results indicate that the established index system and comprehensive evaluation model for energy saving and emission reduction evaluation in coal-fired power plants are both scientific and feasible.This research provides a basis for the measurement of energy saving and emission reduction evaluation in coal-fired power plants in China,and plays an important role in promoting this herculean task.
