| Since the 21 st century,with the economic rise of India,the power demand of India is continually increasing.However the capacity of Indian local electric power equipment manufacturing enterprise cannot satisfy the demand.This bring business opportunity to Chinese electric power equipment manufacturing enterprises which have strong capacity and can provide cheap but excellent products.As one of the biggest electric power equipment manufacturing enterprises,Shanghai Electrical Group Co.Ltd(SEC)has started cooperation with India Reliance Infrastructure Ltd(RIL)since 2005 and got a lot of coal-fired power plant projects by BTG mode which was specially made for Indian market.With the execution and progress of Indian 2*300MW coal-fired power plant BTG projects,various project risks gradually came out,which include the change of exchange rate,guarantee money recovery,neglect of high coal ash content of indian coal.But SEC’s methods of project risk management mainly depended on the experience of the project managers,which lack of systemic and synthetic analysis,especially lack of risk identification and replied measure for Indian BTG project.This cause some project risks have not been got effective control and happened repeatedly in other BTG projects.And the company suffered the economic loss.This study will refer the risk identification of the oversea EPC projects studied by predecessors and combine with the project experience of four Indian 2*300MW coal-fired power plant BTG projects which I was involved in and systematically identity BTG project risks,which were named Indian Yamuna Project 、 Indian Warora Project 、 Indian Chandrapur and Indian Haldia Project.And then SEC experts of BTG projects or experienced project members were invited to evaluate the risks based on the list of the identified risks.Further study will use Fuzzy Analytic Hierarchy Process(FAHP)to analysis and evaluate the risk.The detailed step is to use analytic hierarchy process(AHP)to analyze evaluation data to finalize the risk weight,and then use Fuzzy Comprehensive Evaluation(FCE)method to evaluate the risk degree.And then the project risks will be sequenced and their priority level will be finalized based on the risk degree.Finally the measure steps to the risks will be listed according to the experience and lesson during the project implementation of the mentioned projects above.And also the suggestion for the key project risk control will be given according to the risk priority level. |
