On The Evaluation Of Innovation Capability Of Chinese Shipbuilding Industry Enterprises From The Perspective Of Civil-military Integration

The shipbuilding industry is the foundation and important support for the state to implement the strategy of marine power.It is an important task for China to speed up the innovation and development of the shipbuilding industry and enhance the innovation ability of the shipbuilding industry.At present,the integration of military and civilian and innovation driven development have risen to the national strategy of our country,and put forward new and higher requirements for the construction of innovation capability of Chinese shipbuilding enterprises.Therefore,the scientific evaluation of the innovation ability of the shipbuilding industry is of great significance to the upgrading of the shipbuilding industry and the sustainable and healthy development of the industry,the construction of the national defense industry and the development of the national economy.Based on relevant theoretical literature,the thesis firstly defines the meaning of military-civilian integration,shipbuilding industry and innovation capability,and analyses the current situation and the trend of innovation and development of military and civilian integration in the shipbuilding industry.We find out the existing problems of shipbuilding industry in China and analyze the causes.Then,based on the composition of the innovation ability of the shipbuilding industry,the innovation ability of the shipbuilding industry enterprise is analyzed from the four dimensions of innovation input capability,innovation management ability,innovation implementation ability and innovation output capability.This paper also analyzes the main contents of the innovation ability from the perspective of civil military integration.And then according to the analysis results of the innovation capability of shipbuilding industry enterprises from the perspective of military and civilian integration,the evaluation index system of the innovation capability of shipbuilding industry enterprises is constructed from the perspective of the integration of military and civilian,and the entropy weight-TOPSIS method is selected as the evaluation method.Meanwhile taking 19 Chinese shipping industry listed companies as samples,the data are obtained through two ways of listed company annual report and questionnaire survey,and the innovation ability of shipbuilding industry enterprises is evaluated.This paper also analyzed the results of the eveluation.Finally,according to the results of theoretical analysis and practical evaluation,the corresponding countermeasures and suggestions are put forward from the national macro level,the meso-level of the industry and the micro level of the enterprise.From the macro level of the country,this paper puts forward the countermeasures and suggestions for the state to promote the development of the innovation ability of the shipbuilding industry in the process of promoting the development of the military and civilian integration,breaking the obstacles of the system and mechanism,building the sharing mechanism of resources,building a high level cooperative innovation cooperation system,and strengthening the establishment of the platform for cooperation and innovation.From the perspective of meso-level,put forward the countermeasures and suggestions for industrial optimization of industrial structure,industrial internal reform,and transformation of industrial model in the process of enhancing the enterprise's innovation capability.At the micro level of the enterprise,the specific proposals for promoting the innovation ability of different types of shipbuilding enterprises are put forward respectively,so as to provide reference for the improvement of the innovation ability of the shipbuilding industry,the innovation driven development of the shipbuilding industry and the implementation of the national military and civilian integration strategy under the background of the integration of the military and the civilian.
