Government Management Of Anchorage In Tianjin-Hebei Coastal Ports

Anchorage is one of the most important infrastructures of the port.With the rapid development of the coastal economy of Tianjin-Hebei,the scale of the port construction is expanding constantly,combined with the development of fish catch,marine leisure tourism and oil drilling operation.The right to use sea areas for anchorage and route is getting tense and has become a bottleneck for the development of port.At the same time,some problems exist in the aspects of anchorage construction and anchorage resource sharing.By the research on government management of anchorage in Tianjin-Hebei,the construction and management of port infrastructure is guaranteed,and the ability and level of public service is improved.At the same time the balanced development of port economy is promoted.In this paper,the methods of documentation,field research and comparative analysis are used.The paper chooses the anchorage in the coastal ports of Tianjin-Hebei as the research object.By using the theories of new public management,polycentric governance and systematic theory,the existing problems and the causes of the problems are fond out,combined with the relevant laws and regulations of anchorage management and government management responsibilities.This paper puts forward some countermeasures and suggestions on anchorage management regulations,right to use sea areas,anchorage planning and using,maintenance by drawing lessons from the experience at home and abroad.Through the analysis,it is concluded that there are four main problems in the management of the anchorage in Tianjin-Hebei coastal areas:First,there is a conflict between anchorage and other sea using activities.Second,anchorage construction planning is lack of unified consideration.Thirdly,the construction of supporting anchorage has lagged.Fourth,Anchorage maintenance is poor.To improve the management of the anchorage,several aspects should been done as follows.The first is to strengthen overall management of sea area use.Through strengthening integrated management of sea area use,the communication and coordination among related departments,the conflicts with sea use could been alleviated.Post-evaluation system for sea use should been promoted.Secondly,it is necessary to realize regional anchorage share,establish a unified resource information sharing platform,and promote anchorage information disclosure.Thirdly,it is important to perfect the laws and regulations of anchorage management by formulating anchorage management regulations and anchorage construction technology standard.Fourth,the planning and construction should been strengthened.Responsibility main body and approval authority and procedures of anchorage construction should been determined.The assessment mechanism of anchorage and docks ship matching should been established.In the end,we should pay attention to anchorage maintenance and encourage anchorage diversity maintenance.
