Beijing-tianjin-hebei Urban Agglomeration Development Strategy Research

Urban agglomerations establish a special position in the development plan of China’s urban system,which plays an irreplaceable role in functioning as the ties and bridges in regional development. With the rapid development in China’s urbanization, the development in China’s agglomerations shows a booming trend.Advancing regional balanced development and soundly improving urbanization has been become an important strategic initiatives of the national12th Five-Year Development Plan.But, overlooking the strategy of regional growth and urban agglomeration, many issues exist along with the development. In our previous concept, the construction of every city is relatively independent and mutually identical, even mutually contradictory. The result of this kind of conduct, will not only lead to duplicating construction and vicious competition among cities, it could also cause the destructing of ecological environment and wasting great amount of valuable funds.Large number of research and practice has proven that the days of blind construction, malign competition and even the splitting development were already past. With the rapid development of the urbanized construction, accelerating the coordination of the town planning construction and the development stage of urban construction will be not the only chance to promote and improve the comprehensive competition of the villages and towns construction but also a great opportunity to make more economic and social benefits to achieve the real sense of the regional sustainable developmentThis paper studies the related theory of city group development planning systematically which in reference to a large amount of research achievements at home and abroad,and on the basis of the principles of urban economics,regional economics urban planning and regional planning. From development concept of urban agglomeration, based on the related theory of urban agglomeration development, the author summaries the planning method, principle of urban agglomeration, which has the instruction meaning to the urban development strategy. Through the analysis of current situation and development of urban agglomeration in Europe, America and other countries in Asia, and taking into consideration the history, current situation and characteristics of Chinese urban agglomeration, I made a comparison on the urban agglomeration development between China and other countries, thus pointed out the problems in our country’s urban agglomeration development, put forward some reasonable suggestions for the further development, especially the development in Beijing, Tianjin and Hebei urban agglomeration and set objectives for its development planning. Finally, clarify the strategic choice and vision of the Beijing-Tianjin-Hebei regional development, the position and role of Tianjin in this area; pose the countermeasure of motivating area coordinated growth. All of these provide a basis for fastening the regional planning and development of Beijing-Tianjin-Hebei area.
