The Study On Safety Production Management Of DTNL Hydropower Station In Centralized Control Operation Mode

With the development and progress of science and technology,the production automation of hydropower stations is also increasing,the mode of centralized control operation of hydropower enterprises is gradually changing from operator to supervisor,and the remote control of hydropower stations is improving operation environment,also higher requirements are put forward,especially the reliability of equipment,automation and on-site personnel quality and ability.In this paper,the research on the centralized control operation of hydropower stations at home and abroad,and then summarizes the characteristics of centralized control operation.According to the problems existing in the current safe production of DTNL power station,the process optimization method is used to solve the power and responsibility interface between the centralized control center of YNDT regional company and DTNL hydropower station.The institutional setup and responsibilities of YNDTregional company and DTNL hydropower station are adjusted and optimized,the main purpose is to comprehensively rationalize the safety production management relationship between regional companies and power stations under centralized control operation mode,and standardize management process.Using the safety system engineering and insurer theory to study the core elements of safety production management of DTNL power station,the safety risk assessment system is designed,and the risk assessment system design of centralized control operation mode is carried out in four aspects of management unit,personnel unit,equipment unit and environment unit.In 2016,the evaluation results are more consistent with the actual situation of power station,and find the weakness of the site in safety production management,in order to propose more targeted improvement measures.At the same time,for further strengthening the safe production management of DTNL hydropower station under centralized control operation,specific safeguard measures for safe production are proposed according to site,The ultimate goal is to achieve" unmanned,less attended and close operation".The research results are consistent with the policy orientation of hydropower development industry and meet the practical needs of the company,and have important theoretical research and practical application significance.The selection,research and practice of this paper meet the actual needs of national hydropower development,scientific,forward-looking and generalizability.
