Study On Urban Flood Control Management System

Urban is the center of politics,economy and culture.It is a complex combination which is made of natural factors,artificial factors and social factors.In recent years,urban waterlogging arises more frequently in cities throughout the nation because of global warming,urban expansion and population aggregation.It's no wonder that citizens can watch the sea in their cities on heavy rain days.Apparently,the flood control problem is very serious.Disasters in flood seasons have become a disadvantageous constraint for urban economic and social development.In order to make the urban economy and society sustainable development,the establishment of urban flood control management system has become a major issue which is needed to solve.Based on the general theory of urban flood control management,the paper uses the general-to-specific method to study urban flood control management farther and systematically,which is on the base of the Huaian's present situation and problem about.Firstly,this paper introduces the research background,research significance,current research situation and research methods in Introduction.Secondly,the paper summarizes the theoretical basis of flood control management in urban areas,including public administration theory,risk management theory,system and crisis management theory.Thirdly,taking Huaian city as an example,this paper analyzes comprehensively the current situation of flood control management system in urban areas from the aspects of flood control law construction,flood control plan system,flood control management system and operation mechanism.From each aspect,the paper puts forward the main problem and disadvantage respectively,and the suggestions on how to improve urban flood control management system.Finally,the research results will have some referential value for the improvement of Huaian flood control management system and provide theoretical and practical help for the improvement of the flood control management system in other cities.
