| In order to guarantee the sustainable development of urban economy and socialculture, the establishment and management of the modern city flood control anddrainage system has become the major issue that needs to be resolved as soon aspossible under the new situation of the city construction and development.On the base of the study of the construction and development of city flood controlat home and abroad, the article analyses the existing problems of the city flood controlin Changzhou combining with the present situation of the city flood controlmanagement in Changzhou. Specifically, the flood control planning in Changzhou is notscientific; the city flood control infrastructure is not completed; the flood controltechnology is not advanced; the flood control management system is not coordinated;the capital for the flood control construction is in shortage. This research takes thepublic goods theory, the risk management theory and the system theory as the basictheory and makes the planning, construction and management of the city flood controlsystem in Changzhou as the object.How to improve the capacity of the flood control and the level of the city floodcontrol management is the content of the research, which adopts the empirical analysismethod and summarized method in-depth to analyze the problems of the city floodcontrol in Changzhou. At last, I put forward the corresponding countermeasures: thegovernment should make scientific formulation of flood control planning to achieve thecoordinated development of the flood control and urbanization; the implement of theflood control projects should be strengthened and the based construction of city floodcontrol engineering should be improved; the flood control management system shouldbe reformed to improve the efficiency of the flood control management; diversifiedinvestment for the flood control mechanism should be improved in order to realize the multi channels to raise funds. |
