The Research On Risk Sharing Of Expressway Tender Consortium Based On PPP Model

China's infrastructure construction requires a lot of money,and the state budget space is limited.PPP model offers an effective financial support for the expressway and other infrastructure construction in comparison to traditional investment model.Many large domestic expressway project based on PPP is characterized by a large investment scale and complex organizational structure.Under this rigid demand,it is a trend that the social capital constitute the tender consortium to participate the project construction because of the high qualification requirements of the participating units.As each participant participates in different perspectives,the attitude towards them is different,and this thesis aims to examine the risk-sharing issues between expressway tender consortium based on PPP model.Firstly,this thesis make a systematic analysis of the risk sharing from the risk sharing principle,framework,sharing subject and sharing method on the basis of analyzing the advanced research results at home and abroad.Secondly,this thesis defines the definition,characteristics and stakeholders of the PPP model,and then focuses on the definition of the tender consortium.Then,this thesis comparative analysis the difference between the EPC general contracting consortium and the tender consortium based on PPP model.Thirdly,according to the risk characteristics of expressway tender consortium,the common risk factors of expressway tender consortium based on PPP model are identified by literature analysis and Delphi research method.Then,the Work Breakdown Structure(WBS-RBS)method is used to decompose the work and risk of the project construction process,the main risk factors is determined by quantitative analysis of the probability of occurrence and the magnitude of their impact.Fourthly,determining the main body of the consortium,the theoretical framework and risk sharing factors based on the principle of risk sharing.At the same time,the risk sharing model of tender consortium is constructed based on the Fuzzy Analytic Network Process.Finally,combined with the PPP project of Hunan JL expressway,this thesis empirically analyzes the proportion of project risk sharing and puts forward the risk response strategy for the final risk sharing scheme.This thesis identifies the risk of expressway consortium based on PPP mode,using the Fuzzy ANP method to quantitatively analyze the risk sharing among the consortium,which provides a reference for the risk sharing between the expressway tender consortium based on PPP mode.
