With the arrival of the closing year of the "13th Five-Year Plan",power engineering construction is going on in full swing,and the overall scale of the various power engineering projects are also expanding,which making the competition of the power service industry increasingly fierce.As an important way in the current power market competition,bidding is a very complex work which plays a vital role in the development of power service companies.Under this rigid demand,it has become a trend for power service companies to form a joint venture by contract to bid,in addition to ensuring that their own companies have the corresponding qualifications,if they want to gain more shares in the power service market.As far as I'm concerned,there are a lot of researches on project management risk evaluation and other related content at home and abroad,most of the literature explores the risks encountered by Engineering Procurement Construction(ECP)projects in the whole service process.However,research on the risk evaluation of power EPC project consortium bidding is relatively scarce,and the enterprise's risk management and risk control awareness is relatively weak.It cannot provide too much guidance on the risk evaluation of power ECP project consortium bidding.This paper has discussed the risk evaluation of power EPC project complex bidding.First of all,using literature analysis identify and summarize the main risks in the consortium bidding process.Secondly,adopt a combination of qualitative and quantitative methods,and combined with Delphi-RBS research to determine the level of risk indicators.Then use fuzzy analytic hierarchy process to integrate the combine weights with secondary and tertiary risk indicators to establish a bidding risk evaluation indicator system for power EPC projects,and calculate the impact rankings of secondary and tertiary risk indicators.Finally,the risk intensity classification evaluation is carried out based on the examples,and it is concluded that the overall risk level of the power EPC project consortium bidding,and the targeted risk control recommendations and strategies are proposed.Through the research of this article,the following conclusions are drawn:(1)Risk evaluation index system for power EPC project consortium bidding is determined.It consists mainly of five secondary indicators,namely environmental factors,peripheral factors,business factors,technical factors,and consortium factors,and 20 three-tier indicators.(2)Through the fuzzy analytic hierarchy evaluation method,it is finally determined that the total risk score of the consortium bidding for the general contracting project of the basic renovation project of a certain city power service center is 69.5223.It shows that the risk level of the project is placed between normal and high,with external factors,business factors,and consortium factors having the greatest risks,followed by technical factors and environmental factors.(3)It puts forward 11 risk control strategies of power EPC project consortium bidding.
