Research On Comprehensive Benefit Evaluation Of Industry Clusters In Zhejiang

Industrial agglomeration as a phenomenon of industry and economic activity,the characteristic of space in promoting regional economic growth,improve regional competitiveness was significant.As China's economy into the new normal,industrial structure adjustment and intensive development of agglomeration and technology innovation has become the new characteristics of China's economic development.Zhejiang province as China's one of the major provinces of economy,the civilian economy is prosperous,but there are also have small and scattered characteristics.Planning and construction of a batch of industry clusters are the important gripper of Zhejiang improve the stock adjustment and realize the sustainable development of economy and society.Therefore,Zhejiang province development and reform commission issued "The master planning of the industry clusters development of Zhejiang province(2011-2020)",in the "Twelfth five-year" period,industry clusters in order to improve the spatial agglomeration degree,speed up the industrial clustering,enhance technology innovation as the key point for major projects to promote management system completion.For scientific analysis results and shortage of the construction of the industry clusters,specifically to promote the development and construction of industry clusters,the play in the demonstration and leading role in the development of the province and the national transformation,need to evaluate the operating efficiency of industry clusters.At present,the study of industry clusters benefit more focused on economic benefits,and quantitative research is less.Based on the systematic,typicality and comparable,operational and quantifiable principles,on the basis of the integrated use of frequency statistics,theoretical analysis,expert consultation method to determine the industry clusters comprehensive benefit evaluation factors,and build the industry clusters of Zhejiang province comprehensive benefit evaluation index system,the index system including three criteria layers,seven sub-criteria layers and twenty-five specific indicators.Respectively by combining analytic hierarchy process(AHP)and entropy method,the results from 2014 to 2016 empowerment of each index factor weight,three sets of comprehensive benefit evaluation model is established.Using by the statistical data from 2014-2016 to empirical evaluation the comprehensive benefit of fifteen industry clusters of Zhejiang province,and from the sub-item benefit,longitudinal dynamic and comprehensive benefit angles to compared and analyzed,the evaluation results show that the development of the industry clusters are unbalanced,by the geographical conditions,infrastructure investment and other factors,the score of northern region is higher than that of south region generally.The development situation of industry clusters in Hangzhou,Ningbo are great,it should grasp the new round of scientific and technological revolution and industrial revolution;The evaluation scores of industry clusters in Wenzhou,Lishui are lower than other regions,it should highlight the advantages of green development by seizing the national ecological civilization.According to each industry clusters evaluation results,respectively,puts forward the optimize the industrial development structure and improve the quality of industrial development;construction of innovation platform and optimize the environment of innovation;building green ecological pattern and create a demonstration area for industrial and urban life integration;improve policy support and strengthen the guarantee of factors and so on.
