| The pearl river is the second largest navigable rivers in China,Connecting Y unN an,GuiZhou,GuangDong,GuangXi province and HongKong,Macau Special Administrative Region,radiating to AS AN(Association of Southeast Asian Nations).The pearl river water transport Plays an important role in serving the national major strategy promoting economic and social development,optimizing the layout of the industry along the river,promoting employment and poverty alleviation.With the quickened step of countries comprehensively deepening reform and the modernization of governance system and capability,the reform has shifted to adjusting the economic structure and implemented the supply-side structural reform strategy.The supply-side structural reform in the field of transportation also pushed forward,it is required that the pearl river should vigorously promote the structural reform on the supply side of water transport,accelerating the upgrading and development of water transport to improve quality and efficiency.Although the pearl river water transportation has achieved certain achievements in recent years,but there is still a wide gap in the field of management system,channel construction and management,port development,the information service,these problems limit the scientific development of the pearl river water transport.This paper based on the demand-supply theory and public administration theory,on the basis of analyzing the prominent problems and weak points in the current development of pearl river water transportation,take the foreign inland river management mode and Yangtze river management mode as a reference,make a deep research and analysis on the development measures for the pearl river water transport under the background of supply-side structural reform.In the first chapter,introducing the research background and significance of the paper,briefly summarizes the current situation of domestic and foreign research on inland river water transport and the research ideas and methods of the paper.In the second chapter,introducing the related concepts and theoretical basis used in the thesis.In the third chapter,analyzing the new requirements of the supply-side institutional reform on the development of pearl river water transport,including cost reduction,capacity reduction,improve weak links,structural adjustment and Strengthen the service.In the fourth chapter,comprehensively analyzes the current situation of the development of the pearl river water transport in the supply-side structural reform and the existing prominent problems.In the fifth chapter,introducing the development modes of water transportation in the Mississippi River,Rhine river and Yangtze river.The last chapter,proposing six development measures for the pearl river water transport under the background of supply-side structural reform,including promoting the reform of management system of shipping lanes and the functions of management organization,To improve the science of water system planning and promote the comprehensive utilization of water resources,speeding up the construction of ports,waterways and transportation markets to complement the development of the short board,reform the funding mechanism to consolidate the foundation for water transport,strengthening coordination to enhance the informatization of water transportation in the pearl river. |
