Study On The Planning Of Characteristic Town In Liaoning Based On Perspective Of Regional Elements Regeneration

There exist the binary structure of urban and rural areas for a long time in our society,which led to the the slow development of township,the lack of economic and social vitality,and the neglection the human settlement construction,etc.Therefore,our country proposed that we should pay more attention to the coordinate development of cities in the book of New Urbanization Plan.In this context,the characteristic towns are blooming everywhere,and the construction process is in the ascendant.Based on this,how to prevent the “urban duplication” from killing the souls of towns and ensure the correct direction of town construction needs to explore the driving force of the town development from the geographical elements and create the characteristic towns with regional characteristics.As a new thing,the success of characteristic towns in Zhejiang Province make it began to be promoted on a national scale.However,due to the differences between the regionality,economic bases,industrial bases,and urbanization development stages,the construction mode and strategy of characteristic towns across the country are not the same with Zhejiang.Compared with Zhejiang Province,the construction of characteristic towns in Liaoning Province exist the problems of small scale and scattered distribution,relatively weak of the economic and industrial base.As the only coastal province in Northeast China,Liaoning Province has abundant natural resources,unique natural features and geographical characteristics,which constitutes the necessary conditions for the development of characteristic towns.Based on this,this paper from the perspective of regional element regeneration to study the characteristic towns in Liaoning,and explore the planning strategies and methods for the characteristic towns.Our study mainly includes five parts as follows:The first part: development analysis of characteristic towns in Liaoning Province.We firstly analyze the development foundations and status of characteristic towns in Liaoning,and then summarize the key points of planning and the main characteristics of the first batch of state-owned characteristic towns in Liaoning based on the case analysis.Finally,we summarize the six major problems that need to be solved in the development of Liaoning's characteristic towns based on the situation analysis,and then carry out the research on characteristics towns in Liaoning Province.The second part: case analysis and comparative study.We firstly analyzed the typical towns in Zhejiang Province and foreign,then summarized the five dimensions of characteristic towns development in domestic and foreign from the perspective of regional element regeneration: industry dimension,function dimension,culture dimension,space dimension and institution dimension.Finally,we compared and analyzed the commonality and difference of the development model of characteristic towns from these five dimensions.The third part: the proposal of planning strategy.Based on our previous research,we proposed the planning methods and strategies from the five dimensions(industry,function,culture,space and institution)under the perspectives of regional element regeneration to guide the development of characteristic towns in Liaoning Province.The fourth part: the construction of evaluation system.In order to guide the construction of Liaoning characteristic towns more scientifically and rationally,we built an evaluation system suitable for Liaoning's characteristic towns combined with the commonly accepted evaluation system,from the perspective of regional element regeneration.We firstly constructed the evaluation system framework with three levels of "target level-dimension level-factor level" according to the main elements affecting the five dimensions(industry,function,culture,space and institution).Then we elaborated the reason and calculation method for the selection of index elements.Finally,we used a combination method of subjective and objective empowerment to empower for the evaluation system of Liaoning's characteristic towns.The fifth part: the empirical study of case.We selectd the Liaoyang Strawberry Town as target,a city-level characteristic town in Liaoning province,adopted a combined method of quantitative evaluation and qualitative analysis,proposed the measures for the planning of characteristic towns in Liaoning Province from the perspective of regional element regeneration,which would provide theoretical and practical references for the future planning of characteristic towns in Liaoning.
