Based on the current market access status of toll road,this paper studies the efficiency of the regulation of the market access of toll roads,and puts forward some suggestions for the reform of access regulation.First of all,according to the technical and economic characteristics of toll road industry,the necessity of access regulation is analyzed.On this basis,the process of market access regulation is traced,concluded that the overall access regulation gradually relaxed.However,through the analysis of the market access of toll roads,it is found that the current situation of non-public capital in the industry still exists.Then,it analyzes the efficiency of market access regulation,and proposes that this article will evaluate the efficiency of access regulation from two angles of industry and government.Secondly,according to the theory of industrial organization,the admittance regulation of the toll road industry will directly affect its market structure and further affect its market performance.The market structure is analyzed from two aspects of market concentration and the change of ownership structure.It is concluded that the toll road industry in China is an extremely oligopolistic market structure,the proportion of state-owned shares and state-owned corporate shares is high in the ownership structure.The Malmquist index method is used to analyze the market performance.It is concluded that the total factor productivity and technological progress of the toll road industry are all declining in 2010-2016 years.The performance of industrial economy needs to be improved.The analysis of market structure and market performance reflects the lack of efficiency in access regulation.Thirdly,from the perspective of the government,this paper analyzes the four parts of regulation cost,such as the government regulation cost,the social welfare loss,the income transfer cost and increased cost of enterprisebrought by the regulation of toll road admittance.At the same time,it analyzes the two parts of regulation benefit,such as avoid excessive competition and non-profit transportation brought by access regulation.Then the cost and benefit of admittance regulation for 2013-2016 are calculated,and it is concluded that regulation cost is greater than regulation benefit and admittance regulation is inefficient.Finally,based on the above research,the author firstly analyzes the causes of inefficient admittance regulation.Then the paper puts forward some suggestions on the reform of the market access regulation of toll road from four aspects: reducing the barrier of policy entry,establishing exit mechanism,establishing compensation mechanismand the reform of government regulation system.
