Research On The Electricity Regulatory System Reform In China Under The Theory Of Regulation

Electric power is the basic energy industry.The reasonable and scientific electricity regulatory system is the necessary institutional conditions to ensure the safe and stable power supply and long-term healthy development of power industry.Along with the power market reform process,China has introduced the electric power regulatory system,set up the specialized regulatory agency,and establishes vertical management of electricity regulatory framework.The current system plays a positive role in promoting the construction of competitive power market,promoting the transformation of government power management mode and management concept,improving the scientific and normative of regulation.At the same time,in the practice of electric power regulation also exposed some problems that need to be improved through reform.Therefore,the construction of the current government regulatory system in electricity market reform is a significant subject.This paper starts from the system background of government regulation,takes electricity regulatory system reform in China as the research object,in the administrative perspective,on the base of the results of previous studies,combination with comparative and empirical study method,from two aspects of theory and practice,in-depth analysis on the defects and causes of the electricity regulatory system reform in China,according to the characteristics of natural monopoly industry regulation reform in China with developed countries significantly different,sums up experience and lessons from the past reforms,draws on the successful reform experience of developed countries,in the background of the Super-Ministry System of energy industry reform,tries to build a new electricity regulatory system for actual conditions in China,to provide theory and policy support for the power regulatory system design,but also for the Chinese natural monopoly industry transformation of government management model to explore.This paper makes a detailed analysis of the changes of the electricity regulatory system in China,and concludes that the reform of the current electricity regulatory system is not complete,still retains the administrative intervention in the traditional management mode,limited "separation between administration and regulation multi management"pattern of coexistence,it has not straightened out the relationship between the central and local governments yet,there is a lag legal and regulatory reform,the core regulatory functions to missing,a serious shortage of regulatory staff and coexistence of regulatory capture and the lack of supervision,etc..It can not meet the needs of the electric power industry development and the reform of the electricity market,also affected the power industry to futher enhance the efficiency and improve the quality,it is difficult to achieve the goal of maximizing social welfare.This paper mainly discusses the main causes of the defects of the current electricity regulatory system.In view of the above reasons,this paper puts forward the mode of"separation between administration and regulation" in the background of the reform of Super-Ministry System,and demonstrates the reasons for choosing this model systematically and scientifically.This paper focuses on the empirical research,through the analysis of a large number of typical cases,the conclusion is more powerful.In this paper,power regulation is an important institutional arrangement in the electric power market reform.The successful experience of foreign regulatory reform is a guide to the reform of electric power regulation.The paper suggests adjusting the model of the electricity regulation institution.On the basis of "the separation of administration and regulation",optimize the function of power regulation,and finally achieving the goal of electricity regulation according to law,independence and efficiency.Reform,construction and operation of electricity regulatory system are a systematic project.The reform must follow the relevant supporting policies,need to deepen the reform of macro economic system,accelerate the reform of administrative management system,to strengthen the construction of energy law,economic regulation and social regulation.
