General equipment manufacturing industry is the foundation industry of our manufacturing industries,providing the impetus and support for China's industrial development.From 2012 to 2015,the national general equipment manufacturing industry profit growth continued to decline in turmoil,the total procurement expenditure accounted for 55% of sales revenue.According to "Made in China 2025",putting higher demands on such aspects as raw materials,process,technology,quality,which provide the foundation and safeguard of the key components,the core components,basic manufacturing equipment.It also sets corresponding requirements on procurement activities and procurement staff that provide companies with raw materials,control costs and create profits.How to enhance the capacity and quality of procurement staff work so as to meet the needs and organizational goals,and how the guidelines affect procurement personnel to make sustained growth and development get more and more attention.Under the above background,this study aims at enhancing the general equipment manufacturing enterprises procurement personnel competence levels,achieving personal and organizational goals,and then controlling procurement costs,creating business value and achieving the common development of employees and the company.This research object is locked to general equipment manufacturing enterprises procurement staff.Through qualitative analysis and quantitative research methods,this article establishes general equipment manufacturing enterprise procurement personnel competency model,and then the model is applied to practical human resource management.In particular,the study is carried out around three parts.The first part,based on the relevant literature and mature competency model,through behavioral event interview and job descriptions analysis,the general equipment manufacturing enterprises procurement staff competency is collected and Competency model is initially built.The second part,first of all,on the basis of the competencies a questionnaire is made,exploratory factor analysis is carried out on the sample data and the general equipment manufacturing enterprises procurement staff competency model is verified and corrected.The model consists of 5 dimensionalities.They are professional knowledge,job skill,performance ability,character and work motivation,including 25 competence characteristics.Secondly,in full consultation with the views of procurement specialists and senior staff,this study describes the behavior of each competency level.Furthermore,on the basis of sample data on the demographic characteristics,using mean value analysis,independent sample t-test and single factor analysis,the model characteristics descriptive analysis was performed.The third part,the model effectively applied to human resource management activities.First of all,using AHP,the weight of each competency is determined and competency model can transfer to competency appraisal system.Secondly,some ideas and application management recommendations on selecting and training,performance and career planning are put forward based on the competency system,so that the competency model could really play a guiding role in achieving value.
