The building coverage ratio of commercial land affects urban landscape and street interface much.Not only related to section detailed planning and management,it also reflects the characteristic of the urban planning structure manifest in the meso-micro level space.Furthermore,in some degree,it is more of a direct embodiment of the legal system and the planning system.The refined management currently has become a trend of several cities' development.The building coverage ratio is a vital index of the control detailed planning,the fine management of building coverage ratio is particularly essential.While since the Legal System and Urban Planning Administration System are not yet completely consummate,the unshaped experience of the building coverage ratio management in China benefits few in the development of urban refinement.Worse still,in Shenzhen,land resources are difficult to sustain its development under the background high urbanization.It is not conducive to the utilization of land with the mode of free discretion control to commercial building density.To some extent,there are also some potential problems such as "dark box operation","rent-seeking behavior".Overall,it is very necessary to explore the delicacy management method of the building coverage ratio of the commercial land in Shenzhen.This paper takes building coverage ratio of commercial land in Shenzhen as the research object and the refined management as the methodology.Above all,this paper reviews the related literature review,and then it summarizes the building coverage ratio standards of commercial lands in Shenzhen and some case cities,discussing the necessity of the building coverage ratio fine management of commercial lands.Last come,it takes the building coverage ratio of commercial lands in Shenzhen into further discussion.This paper promised to solve the current problems in the management of the building coverage ratio of commercial land in Shenzhen,and provide experience for similar control indexes simultaneously.As a introductory part,Chapter one describes the research background,and defines the reseach subject and illuminate the reseach methodology,contents and frame,explaining the purpose and significance.Chapter two is the literature reviews relative to the fine management of urban planning and the building coverage ratio,which establishes the theoretical basis.In a conclusion,both current building coverage ratio and fine management research rarely refer to building coverage ratio of commercial lands.With cases study of domestic different cities and foreign cities on urban planning regulations and design guides,this paper summarizes different methodology of the building coverage ratio management of commercial lands in Chapter three.It considers the building coverage ratio of commercial lands should not be a simple way to control the numerical limitation and discovers present problems of the building coverage ratio management of commercial lands.In Chapter four,this paper analyzes the necessity of the refined management of the building coverage ratio of commercial lands,and suggests it could solve many urban problems in terms of the index control in the legal system.In the end,this article considers that the building coverage ratio of commercial lands should be based on the macroscopic-level city with the target of lean management,and proposes a density zoning,factors classification and the defined management in indexes layer which enable building coverage ratio of commercial land more reasonably and scientific.
