The Research About Urban Design Guideline From The View Of Urban Planning Management

At the rise of urban design in our country,urban design guidelines have been becoming to enter people's vision.But because of not researching thoroughly on the substance of what guidelines' operation has,which has the characters of scientific, systemic and specificity combining with particular country-social background,that in management practice leads the appearance of modus which is simply imitating the patterns of developed countries,while ignoring our country's planning management system as a whole.Based from the reality of our country's planning management system,the purport of this paper is to find a way for the combination between the guidelines and the planning management system,and to make the guidelines become an important means in our country's planning management system.From three aspects of the basic concepts,the science-technology viewpoint and the social-humanity viewpoint,the paper makes a theoretical analysis to the urban design guidelines.It points out clearly that the urban design guidelines originated from both the demand of planning management practices and the system innovation influenced by the "regulatory" idea.Therefore,the theories,such as Relaxation Limit,Bounded Rationality,Comprehensive Co-ordination and so on,make the guidelines have the new content of ages for the planning management system,and represent the development direction of management system;while the concepts,which are human-oriented, fairness-pursued,context-continued and nature-respected,embody the approval of guidelines to the multi-culture and multi-values in today's world,and are theoretical foundation for guidelines to promote management system to "give power to people".On the basis above all,the paper reflects the shortage of our country's planning management system,analyses its reason of shortage,predicts its development,and proposes its reconstruction program with the guidelines' operation considered.The program mainly discusses the way of combination between our country's planning management system and urban design guidelines and the procedure of guidelines' operation,and creatively proposes the operation pattem of govemment,scholar and public "Tripartite Consultation Mechanism" to be a long-term mechanism for the guidelines' operation.Finally,through the deduction of urban design guidelines for Liuxiang Commercial Street,we put the abstract operation process into a specific control principle,which mainly takes advantage of the performance guidelines to carry out the flexible control, with the prescriptive guidelines supplemented to carry out the rigid control,and with the corresponding incentive or punishmental measures to ensure the guidelines can have good maneuverability and adaptability.
