Optimization Consortium-partner Selection Research Of Chinese International EPC General Contractor

EPC(Engineering Procurement Construction)is a kind of general contracting management model widely used in international contracting market in recent years.The international engineering EPC general contracting project often needs to form a joint venture for bidding and implementation.The selection of consortium partners is often related to the project.Success or failure so it's a problem that needs to be solved.This article analyzes and proposes the conortium as the framework for the selection of partners and completes the construction of the partner index system based on task and context,then selects the appropriate model to complete the partnership partner's selection.Firstly,the paper uses the niches theory to analyze the international contracting market and EPC international contractors.The analysis shows that there is still room for development in the international contracting market;the degree of overlap ecology between China's EPC international contractors and other international EPC contractors is large,and it has the dual task of maintaining the current status and continuing to open up new markets;then it summarizes the relevant provisions and classifications of the international joint venture and outlines the advantages and disadvantages of the international consortium and the main three consortium forms.The comparative analysis shows that the partnership consortium is currently the most suitable form of consortium organization in China.Through the decomposition of the general contractor responsibilities under the international EPC model and the characteristics of the consrortium partnership,the international engineering partnership under the EPC model was completed.;and then use for reference of task and context perspective from performerce,through the way of literature collection and questionnaire survey to build the index system of the partner's choice;finally,by adopting the Z-number fuzzy number model which considers the reliability of the evaluator,the evaluation of the partners is completed and the fuzzy reasoning is introduced into the PROMETHEE method to solve the sorting problem of each scheme,which can reasonably deal with the results of the evaluation and sort the alternatives.The paper helps the Chinese contractors understand the current status of the international contracting market.At the same time,the index system built from the perspective of tasks and contexts has the characteristics of flexible separation and combination to solve the problem of partner selection at different stages,The model is easy to operate and provides a new idea and method for selecting partners.
