In the economic situation of the "new normal",a new pattern of economic situation,"going out" strategy,and the "new normal" economic situation in the country's advancing reform and opening up economy,China's international contractors are becoming more and more competitive in market engineering.Competition in the international contract market is also being gradually transformed into competition between the countries,therefore,to enhance our contractors in the international project design and management capabilities,improve the design strategy to adapt to the international situation,is to continue to promote China's contracted enterprises in the overseas international market development capacity basis.In this paper,combining questionnaires,interviews with experts,case studies,puts forward four factors related to the design and design management of international EPC project and its influence,reveals the main problems and causes of the design of our contractors in the international EPC project,the main conclusions are as follows:(1)“domestic and international project standard differences caused by the design problem” is the most prominent,it can cause “design mistakes and defects”,“lake of design depth,delay the preparation of procurement plan and equipment manufacturing”,“delay in design period”,“ the rate of design approval is low” and a series of questions.(2)“insufficient information collection” poses a great risk to the project,it can cause “ the design proposal is not competitive in business”,“ project scope and product parameters are not clear,resulting in project cost deviation” and “ the design is technically uncompetitive”.(3)“ on the basis of basic design,detailed design calculations,construction drawings and construction technical requirements are proposed and approved by the consulting engineer in a timely manner” is the most prominent,it shows that the international EPC project still has much room for improvement in the three aspects of design and construction,procurement,integrated management,basic design and detailed design.(4)“ Introduce the external consulting organization,responsible for the design document review,interpret the owner / Consulting Engineer's approval opinion,and provide technical support for project design management” and “ the introduction of foreign excellent design company,with its familiar with the international norms and design ability,improve the management level of EPC project design” Less than average design management capability,it shows that our enterprises and international contractors need to strengthen the use of foreign high-quality design resources.(5)“The general contractor establishes the incentive mechanism to effectively promote the design optimization,reduce the cost and improve the constructability of the design” have the lowest score,it shows how to effectively motivate the designer is a difficult problem.On the one hand,the general contractor lacks effective measures to optimize the design;the other side originates from the information asymmetry between the general contractor and the design side.Combining with case study,put forward to improve the management level of the design strategy,including the establishment of partnerships and other measures involved in the design procurement and construction management and project management,in order to improve the design ability in the international EPC project contractor.
