In February 2016,the state proposed the "Popularity Promotion System" to open the internal roads of the community to the public so as to make rational use of the road resources of the community.In this paper,we study the setting conditions of the residential quarters,determine the speed limit as the ultimate goal,based on field surveys and relevant data analysis to determine the typical community and the scope of the study,establish a road network evaluation index system,and set the conditions for the residential district Study and construct the cost model of the street network system to determine the speed limit of the street system.Designing an experimental program to conduct on-the-spot investigations of surrounding road traffic parameters,characteristics of roads in residential areas,and source intensity of traffic noise,and analyze the area of residential areas,traffic conditions of surrounding roads,and road characteristics of residential areas.The location and scope of the study;analysis of the impact of open roads on road network space,traffic operation quality,traffic safety and traffic environment,and lay the foundation for studying the conditions of setting up the street system and determining the speed limit value.From the aspects of automobile exhaust pollution and traffic noise,the impact of open roads on residential areas on the traffic environment was analyzed.Comprehensively consider the three aspects of road network space,traffic operation quality and traffic environment,construct the evaluation index system of street road network,and use the analytic hierarchy process to obtain the relative importance of each index.The road network before and after the opening of the residential area is evaluated,and based on this,the implementation of the block system is judged and the implementation plan is selected.Taking speed as the entry point,comprehensive consideration will be given to the efficiency of street road network construction,traffic noise and vehicle exhaust pollution,building a neighborhood-based residential time cost model,automobile exhaust gas cost model,traffic noise cost model,and building a street-area road network system on this basis.The cost model uses the minimum cost of the street network system to determine the speed limit of the block system.
