Research On Optimization Of Civil Aviation Industry Policy In Heilongjiang Province

In recent years,Chinese civil aviation industry has developed rapidly,and it plays a more and more important role in the social and economic development of China.China regards civil aviation as a national strategy and focuses on its development.Heilongjiang province also attaches great importance to the development of civil aviation industry.The province thirteen five plan have proposed that Heilongjiang province will vigorously accelerate the comprehensive transportation,intelligent transportation,green transport,safe traffic construction,and improve the modern integrated transportation system which focuses on the convenient and comfortable public travel passenger service system and intensive and efficient modern transportation freight service system.The civil aviation industry,as an important means of transportation,should also be given the priority to development.However,the policy of Heilongjiang province civil aviation industry is not perfect,and it is not conducive to the development of the aeronautic economy of Heilongjiang province.Taking the policy of civil aviation industry in Heilongjiang province as the research object,and using literature analysis,field survey analysis,comparative analysis and other research methods,this dissertation expounds the important role of the industrial policy of local government support to the development of civil aviation industry.On the basis of extensive investigation,we analyze the present situation and relevant policy environment of the civil aviation industry in Heilongjiang province.The main problems of the civil aviation industry in Heilongjiang province are identified from the aspects of top-level design,fiscal and tax policy,incentive mechanism,resource allocation and supporting policies.And we further analyze the existing problems.In this dissertation,at the same time,we draw lessons about the advanced concept of the civil aviation development from the United States,the European Union,the Middle East,Japan and other developed areas,and absorbed domestic excellent experience from Yunnan,Henan and other provinces.On this basis,this dissertation designs the aim,principle and approach of Heilongjiang civil aviation industry policy optimization,and finally the strategy of the optimization of the industrial policyof Heilongjiang's civil aviation industry was pointed out.
