Research On Wenzhou General Aviation Industry Policy

General aviation is an important part of civil aviation,The general aviation industry development level marks the economic level and people’s living standards of one country.However,since the reform and opening up,China’s general aviation has been developing slowly.With the rapid development of China’s economy recently,the understanding of general aviation at all levels of society has increased.In 2010,the State Council and the Central Military Commission issued the "Opinions on Deepening China’s Low-altitude Airspace Management Reform".China’s general aviation industry had begun to become institutionalized and regularized.In 2016,the State Council issued “The Guiding Opinions on Promoting the Development of the General Aviation Industry”,proposing to develop general aviation for public service,which led the rapid development of China’s general aviation industry development.National ministries and Zhejiang had intensively issued general aviation industry policies.Accelerating the development of the general aviation industry has become the consensus of all levels of government across the country.Under this background,Wenzhou also seized the opportunity of general aviation industry development.A series of industrial policies such as General Aviation Industry Development Planning was issued to guide the development of general aviation industry However,the current Wenzhou general aviation industry policy has certain problems that restrict the further development.This research takes the public product,public service,and industrial policy as the theoretical support.Through literature review,comparative analysis,investigation and research,and other methods,by reading the relevant literature.Analyzed the development status of Wenzhou general aviation industry.Based on the experience of general aviation industry policies in the United States,Yanliang,Zhuhai,and other countries and regions,it is pointed out that the current Wenzhou general aviation industry policy has unclear policy development,unreasonable airport layout policies,and inadequate construction subsidies policies,lack of industry supporting policies and other major issues,It also faces major challenges such as the lag in low-altitude airspace reform,the impact of other emerging industries,and increasingly fierce regional competition.After analyzing the causes of the problems,taking public services as a starting point,combined with the development characteristics of Wenzhou,it put forward improvements in four aspects: improving industry development ideas,perfecting industrial external policies,optimizing airport layout and construction subsidy policies,and issuing industrial supporting policies.By studying the problems and causes of Wenzhou general aviation industry policy,we can explore a road suitable for development of Wenzhou general aviation industry,and provide theoretical guidance for general aviation practitioners and government decision-makers.It can also provide some policy references for the development of general aviation industry in other cities.
