In order to grasp the current situation of water resources development and to provide basic data for water resources management,the on line monitoring is needed for regional industrial and living water.Along with the country’s attention to water resources monitoring,the monitoring of water withdrawal is in the direction of network and informatization.In this paper,remote monitoring terminal is taken as the research object which is the core part of the remote monitoring system,so as to improve the accuracy and reliability of the monitoring system,so as to improve the accuracy and reliability of the monitoring system.Based on the research of the overall structure of the remote monitoring system for water withdrawal,by using the public network fixed IP+SMS based on 3G as the network between the terminal and the monitoring center,it solves the remote wireless communication and real-timeon-line network problems between them.According to the demand of remote monitoring system to the field monitoring terminal,this paper completes the design of hardware and software of the terminal system,to meet the data collection,processing and transmission of the water withdrawal and image data.In view of the data security risks of 3G wireless transmission,using AES algorithm to encrypt and decrypt the data transmitted and received by the terminal,based on 32-bit controller algorithm has been optimized,by comparison test the speed of the algorithm has been greatly improved.Aiming at the problem that the quantity and the distribution of the remote monitoring terminal of water withdrawal are difficult to upgrade,by using IAP technology and 3G communication,a more reliability method is designed,which can achieve the remote upgrade of the terminal.After the design of hardware and software of the system,this paper also studies the application of image matching in the remote monitoring of water withdrawal.In view of the shortcomings of the SURF algorithm in this system,a block matching algorithm is proposed to improve the original matching algorithm,and the simulation experiment is carried out.The simulation results show that the improved algorithm can not only accelerate the matching,but also effectively eliminate the error matching points.At last,through the installation and debugging of the scene and the test of the design function of the terminal,indicates that the terminal runs normally and meets the needs of the remote monitoring system of water withdrawal.
