Research On Internal Control Of Provincial Transportation System Construction Project In H Province

With the coordinated development of Beijing-Tianjin-Hebei region and construction of Xiongan newly liberated area,the transport construction will develop rapidly in H Province as well.In this case,strengthening the construction and increasing capital investment of it should contribute to strong province in traffic aspect.However,some negative phenomena such as project change arbitrarily,the default of project,illegal construction funds and other irregularities still occur at the same time.So how to complete the project successfully,realize reasonable and effective construction has already become the focus of public concern.In order to further standardize the administrative institutions of our country management process,prevent the abuse of rights and duty crime,improve financial system and make up for the lack of government departments of internal control aspects,the Ministry of Finance promulgated the "administrative institutions internal control standard(Trial)" at 12/12/2012.From now on,this kind of situation,which lack of the system of internal control in the management of administrative institutions in China came to an end.This report starts with the research status of internal control of administrative institutions at home and abroad,the first chapter focuses on the research background,significance,route and so on.The second chapter describes the meaning of internal control,and briefly explains concept,principle and necessity of internal control of administrative institutions.Besides,it shows the related theories which involved in this report as well.In the initial of third chapter,a basic situation of the provincial transportation system construction project in H Province is summarized,the rules and regulations as well as methods of control in accordance with internal control process are also described.Based on the construction project of interviewing survey of traffic system in H Province,the fourth chapter demonstrates problems founded where the project budget control is far from comprehensive,project changing has strong randomness and recognitions of knowledge together with efficient communications are lack.Apart from that,there has been some other issues which exist in the traffic system of internal control of construction project on a provincial level in H Province are likewise presented.Then,it can be further analyzed that these problems occur due to nonstandard of “the separation of three powers”,lack of internal overall planning,imperfect project risk management,loss of the active and post controls and some other reasons.The fifth chapter provides four optimized suggestions – first suggest is to strengthen the awareness of internal control,the second one is about avoiding the risks properly,the third one is to standardize the examination as well as approval,make full use of the “four measures”(including implementation,construction,prospect and design)and final suggest requires to perfect the communication system and improve the efficiency of information transmission.Furthermore,they are all relating to the particular cases of internal control of the provincial transportation system in H Province according to the basic analysis of it.The final chapter(chapter six)is the conclusion and prospect,which reviews the whole report and summarizes the previous contents,hence reiterates the main points of it.
