Research On Performance Evaluation Of Quality Management In Construction Engineering Testing Agency

In the construction of our country,the construction engineering testing agency has played an important role in ensuring quality of the project.The implementation of quality management is an effective way to guarantee scientific and accurate results.Quality management is a continuous improvement process.Only to find the lackness of quality management,we can find ways to improve it.There are some key issues which are still to be studied,such as how to compare the quality management performance among the construction engineering testing agencies,how to measure the influence of different factors on quality management,and how to find out the defects in the quality management of construction testing agencies.Based on the theory of quality management of construction engineering testing agency,this dissertation analyzed current quality management status quo of engineering testing agency and influential factors of quality management in Shenzhen.Then this dissertation sets up some factors as input indicators of Data Envelopment Analysis(DEA)model,including guiding principles and principles of quality policy,personnel structure and management,customer service and supplier management,test process control and quality improvement and management performance.Meanwhile,this dissertation also sets up some factors as output indicators of DEA model,including test results,customer satisfaction and loyalty,social responsibility and social evaluation system.Based on the expert investigation method and analytical hierarchy process(AHP),we got weights of different evaluation parameters,and obtained results of the DEA model.Through investigation of 13 construction engineering testing agencies,this dissertation applied AHP and DEA models to evaluate quality management performance of examples.The results showed that the proposed evaluation method and evaluation system are feasible and effective.The case study presented experience of quality management of engineering testing agencies with the highest performance efficiency,and pointed out the insufficiency of quality management of engineering testing agencies which failed to achieve highest performance efficiency.Moreover,this dissertation also proposes some objective,reasonable and operational measures and suggestions to improve quality management performance of engineering testing agencies.
