Measurement test and the management level are the important dimensions to evaluate the a country's industrial technology level,and they are also the key foundations to establish metrological management institutions for the governments at all levels which according to laws.Measurement and detection business was undertaken the measuring devices' Verification and calibration work since it was relatively complicated and strict.However,manpower management was maximum limited in the traditional management mode.The management style and management system must be improved in view of this situation.With the development of computer information technology,the network management was becoming more and more popular in the enterprises.And moreover,the information system produced a good effect in all aspects of business management judging from the results.In this contest,the paper developed the measurement institute service through the current computer technology and management process of the measurement institute.It first definite the needs and goals of the measurement institute service,and then described the implementation and design philosophy detailed in the process of research.However,the author deeply analyzes the CIMS integration methodology which used in the process of system building and combined the measurement institute and enterprise information construction together.It puts forward the demand of the system which based on the business process reorganization and database construction requirements.There were trust and agent,statistical management,inspection management,basic data maintenance and other functions which the system will built.However,it also combined computer assembly technology,database technology,data security and other computer technology to realize the main interface,generating tasks,inquire and statistical functions of trust and agent,measurement test and calibration modules.Through this project,some disadvantages such as tedious work,inefficient and so on which happened in the metrology department were avoided.It was strengthen the business process order and difficult to chaos.The data management was more specification and science through the use of database management.Moreover,it improves the working speed,made work more convenient and gave the society better benefits.
