Now with the increasing air pollution,the country has begun to implement various air pollution control degrees.In September 2013,the State Council issued the "Air Pollution Prevention and Control Action Plan",proposing that public sectors and institutions should take the lead in using new energy vehicles.In November 2013,28 cities or regions were confirmed to be the first cities to promote and apply new energy vehicles.In February 2014,the second batch of cities for the promotion and application of new energy vehicles was announced,and the promotion of new energy vehicles was intensified.It was supported as a national pillar industry,and Liaocheng was among them.In accordance with the requirements of the national "Electric Vehicle Charging Infrastructure Development Guide" in the construction of sub-site requirements,and the requirements of the Shandong Provincial Development and Reform Commission "Reference Values for the 2020 Years of Charging Infrastructure in Downtown Areas",it is urgent to complete the bus and rental of Liaocheng and its subordinate counties and cities.Public service areas such as sanitation and logistics,special charging piles for residential areas,and special charging piles for internal parking lots of public institutions,enterprises,office buildings,industrial parks,etc.In response to the call of the country to build a green,environmentally friendly and harmonious city,in June 2014,Liaocheng established a new energy vehicle promotion and application leading group led by the mayor and the heads of the municipal departments and units,and launched a new energy source.The creation of a car demonstration city.This paper focuses on how to closely track the development trend of electric vehicles and charging and replacing facilities,combined with the actual needs of electric vehicles and charging and replacing facilities in Liaocheng City,in line with the requirements of power grid safety and technicality,to meet the needs of development,layout optimization,site Reasonable electric vehicle intelligent charging and replacement service network.The planning scope of this paper is two districts and seven counties within the jurisdiction of Liaocheng.The planned area is 9700km2,of which the urban planned area is 1254km2.Including Dongchangfu District,Economic and Technological Development Zone.The counties include Linqing,Guanxian,Jixian,Yanggu,Zhangping,Dong'a and Gaotang.The planning period is based on 2011 as the planning base year and 2016 as the planning level year.The content of this plan is the layout and construction plan of the electric vehicle charging station during the period of 2017-2021 of the State Grid Shandong Power Company Liaocheng Power Supply Company,which mainly includes the following four aspects:(1)Forecasting the number of electric vehicles in Liaocheng City;(2)Put forward the layout principle for the construction of charging and replacing facilities,and combine the economic and social development of Liaocheng City with the forecast results of electric vehicle ownership,and forecast the demand for charging and replacing facilities from 2017 to 2021and plan for the city by year;(3)Combining the development status of electric vehicles in Liaocheng City,analyzing the electricity demand and power grid adaptability of charging and replacing facilities;(4)Proposing the construction scale and investment estimate of the charging and replacing facilities in Liaocheng from 2017 to 2021,and the proposal for the guarantee mechanism for the implementation of the development plan.
